I'm sorry, but i cannot commit myself to such a strong allience so suddenly. These sort of things have to start small. My ideal "path" to an allience would be:
1. an established peaceful border for a couple turns
2. a NAP for a few turns (or a common enemy)
3. an official allience.
so i would propose that first we figure out what sort of forces we are both comfortable with in the seas between us. as you might expect, i'm building some ships this turn to (not sure if "counter" is the right word here, but cant think of a better one) the large fleet you have established.
I would hate to see our fleets start fighting because we have not agreed on how the seas will be protected.
As you clearly have the upper hand in the naval race, and your whole nation is on the coast, i will ask you to what sort of navy numbers (number of ships) you would like to keep in seas C and D and what numbers of ships you'd be ok with me having there.
I will admit that i would prefer NOT having a large navy, but i DO need to protect my shores.
