How do you conclude that?
Well… a large of the country's becoming depopulated because of the factor Hygro mentioned in the beginning. It's far easier to live here and it's a country where it's every man for himself. There's even a saying: ‘Dios está en todas partes pero atiende en Buenos Aires’ (God is everywhere, but his office is in Buenos Aires). There's a large brain drain and a lot of small towns are dying as it is.

Of course, this is partly the result of terrible economic planning, pre-existing underdevelopment of certain areas, and widespread corruption, but still. In any case, the city is too big.
 
The greater Tokyo area has 38 million people, about 3 million more than all of Canada...

But Japan has over 150 million, so it doesn't count toward this particular point...

The same thing is happening everywhere, though usually it involves multiple cities. That still doesn't support "the city is too big for the country." That implies that the city needs something from the rest of the country that cannot be provided. That doesn't seem likely, though I suppose it is possible. Seems like it would show up more in Chile though. Seems like they have a lot less habitable country to work with when it comes to maintaining Santiago.

Fresh food and water and raw minerals come to mind. In the modern day, not a lot else (outside select tourist traps and "retreats") come to mind as "necessities."

Yeah. Those things seem to be a country limit though. For example, Argentina definitely has enough of those things to support forty million people. If they packed all forty million into Buenos Aires, other than a few to run power plants and water treatment facilities and mines, and farms, the consumption doesn't really change.

My wife was born in Buenos Aires to American parents; she has dual citizenship; is by birth, Hispanic; and lived there until she was three. Buenos Aires is the one place outside of the US she would like to see.

Actually the city is too big for its own good. It resembles Rome right after the Social Wars if anything. Hordes of people who live here on the dole, insufficient public services and utilities, rotten boroughs, a dock and airport where you can smuggle more or less anything in or out… it's the results of decades of corrupt one-party rule amidst an apathetic electorate.

I'm not doubting any of that. I know that it takes a whole lot of management to keep LA at least somewhat on track, and Buenos Aires is comparable size. Add the automatic corruption and chaos that comes with being a national capitol and it's surprising the place doesn't just blow apart.
 
Given the current amount of rent-a-mob marches and streets blockaded in the name of ‘picketing’, I think it's just been continuously been blowing apart for nearly two decades.
