Military advisor opens very slowly

Title says it all really. Whenever I open the military advisor screen the game locks up for... I dunno... 30 seconds?

And the specs.
1.3Ghz AMD Athlon
Radeon 9600XT
over 700MB of RAM

I have this problem but only on larger maps once the whole map is open. I think it scans the entire globe first, then reports. I'm not sure what's causing it, but at least it's only 30 seconds for me now. Before I got my shaders fixed on my GeForce FX5900 XT I had to wait over two minutes . . . to get to a screen that's only marginally useful!
