It was just to generate confusion.
The basic set-up was one serial killer (tk could put his -lit- bottles of cooking oil up for auction and so trick people… that didn't work out too well, especially with civplayah random-killing tk), two werewolves, the Ymmaps the kitten who could scan peeople, Arakhor who had a 50% chance of successfully protecting someone at night (he never sent in an order), Skooma who could roleblock (how did you people miss on civplayah the first time? If Skooma had said 'hey, I roleblocked civplayah and there was no kill' he'd have been toast) and TFA who could target a person each night and everyone who that person met would be scanned (but not the target itself). TFA only did two scans in the whole game (hilariously, once he mindgazed Winston who was targetting him). And I think that was about it.
