[Minimod] YEAM TSL compatible resource tweaks

Hi,

As I mentioned in another thread I play CCTP on the huge earth map with true starting location. To achieve it I used
Yet (not) Another Earth Maps Pack (v 22)

I made the following changes to CCTP:
Overwrote some Resources related file. (For my fun I removed the policy prerequisite, since it introduces way too much random element or force you to cheat+ changed some resource to luxury or the other way around. I think amber is a luxury. More that than honey ) Compatibility only requires the TilesPer related changes in the sql file
With these changes the strategic resource quantity is too sparse but game is playable.

Furthermore I modified map related discount settings. There was way too big malus for citi count on really huge maps.

Allowing these changes results in a more or less realistic TSL map (if settings are set default.)
 
Just a side note:

Changing the resources from strategic into luxury will inbalance the game!

Also make sure you provide only +2 happiness for each changed resource, thats the way we have set all luxury resources in CCTP.

I just moved around some as you can see and did not touch strategic ones. Only bonus and luxury. Only purpose was to make it more believable for me. And reason I posted it here is it is in the same file than the compatibility changes. (TilesPer values)

Ps: I strongly encourage anyone playing it to take a look using IGE before starting burning hours. If there is some bug, or some resource is missing from the neighborhood no point in wasting several hours of playtime.

And caution: Silk in France, horse in US and wine in india can easily happen.
