This wouldn't be a bad idea at all, I'm inclined to think. They are so utterly mega-devastating that it seems only fair to give some kind of chance of averting them and/or alerting you to the fact that someone is trying to create one. As opposed to currently when I can only sit around in abject fear and wait for eventual Doom and Destruction (tm). Now, granted, I realize the Apocalypse is meant to occur and thus making it possible to stop it might be counter to that purpose.. I'd still personally like to be given a chance to do so. If someone is about to hit a cultural victory you usually know it's close to happening, and you can try to stop it. But you get no such chance with the mega-devastating rituals and whatnot. Granted, they don't end the game either, but damn near so in some cases.. ^^
Also, how about messages when a hero dies? After all, if I know the.. I dunno.. Calabim are a big nasty Veil worshipping civilization with Rosier the Fallen, Losha Valas and Mardero I might be a lot less inclined to fight them than if I know they have none of those any more. The death of a great hero after all would seem pretty big news to me. Or at least maybe a notification when a national hero dies, ie "Civilization X has built the Shrine of the Champion" like you get for a World Wonder, even though the Shrine isn't one. Possible? Either way, just a thought.

But if someone is constructing a temple so big it rivals a mountain or something equally crazy, I'm pretty sure ~some~ random passing merchant, or spy, or whomever would happen to notice this and bring back word of it to your Civ. As for rituals, as was said, I'm pretty sure various wizards, diviners, priests, oracles and whatnot would notice an uh.. "great disturbance in the Force"
