If you do this, would each Mil Academy have it's own limit? So if you make an academy in one city, it'll keep dispersing it's XP until it hits it's limit. it'll check several things that might cause this behaviour and inform you about it and where to look for fixes, mostly in the Troubleshoot section of the main site! troubleshoot
