Hi!
I really like your Mod, although it doesn't seem to work properly on my version of Civ. It seems, that only my cities are left by immigrants, but no immigrants move to my place! First I thought, that my cities aren't happy/healthy enough, so I choosed to play on a lower difficulty level and take Isabella (Exp=health, religion=happy), but no immigrants arrived. Even if I researched Drama and put the luxury rate high, nothing happened. With the worldbuilder, I finally saw, that the "opponent" Immigrants are existing, but not moving. So I changed the "UNITAI_missionary" to "UNITAI_Spy". now they are walking around, but still don't join cities (have seen one travelling from Thebes to Heliopolis and back for turns)... shall I change the Unit's AI to Attack_City or won't the AI send them 'to battle', because of the combatvalue of 0?!
I play with the version 0.4.5 don't use no other mods. Have no warlords.

For the balancing: I like the idea of 'taking 2 pop-points' and 'giving only 1 back' reminds me on Civ3.
btw: wouldn't it work, to let the immigrants cross ocean with giving them 'flying'?
