More Governments, less revolutions....

I agree with having the different governments like democracy, monarchy etc. And then you are able to adjust your government to a 'libertarian democracy', 'direct democracy' (as in my homeland Switzerland)', etc.

But the way how you change governments should be changed, I just don't know how.

The problem with the current government system is that it defines both the political and economic systems. A good example is China, which definitely is Communist politically, but a lot closer to Catpitalist(they will be there, the Chinese were one of the oldest capitalist civs in the world) then most other Communist states.

Lets go back to the SMAC system, where you cose your socities Political System, Economic System, Values(I thought that was really good), and Future Government. FG shold rpobably be left out, but the others could allow for some interesting combinations. It would actually reduce the number of governments while increasing their flexibility.
