I came along this nice strategy in a recent multiplayer game, I would think it's been done, but just in case:

Player 1 builds leonardo's workshop, turn goes by everything upgrades

Player 1 donates leonardo's workship city to the other player

turn goes by, they upgrade

Player 2 donates city back

should only do this if you trust the guy
 
Being a banker, I would want some significant collateral for lending someone LW! :lol:

Regardless, you cannot "gift" a city in Civ2 (although you can in Civ3). You could abandon the city militarily and a rival civ you were warring with could take it over. Then your opponent could do the same thing, I suppose. Nevertheless, if I were playing multiplayer and this happened during the game, I would be suspicious since I would defend my LW city with no intent of losing it.

You can gift or cede cities in MP Civ2.

Yes you can swap like this.Years ago it got out of hand with players swapping every city every turn.Turns just take forever.It requires a house rule or any 2 that ally early are off and running.

You can't cede your capitol and you will lose temples if present.
