Maintaining trade networks is critical for the capabilities of the F.R.A. to enshrine victory.

We hence wish to re-open negotiations with the African Trade Organization to establish a positive trade pact between the A.T.O. and the U.U.C. Invest 10EP to establish needed trade instruments to enshrine good trade.

The deal will focus on fair trade to ensure transactions with respect to worker rights and environmental safeguards. We hope to enable the A.T.O. access to us through this and to in turn bring the African powers over to the side of the F.R.A. We also hope this deal will enable us to be over the Vandread when it comes to economic access.

The inability of either side to make advances, the Emperor says, makes the (now-fired) Prime Minister’s previous agreement completely irrelevant and detrimental to Mexican interests.

The initiative is a success. Party bosses and clientelist networks are disrupted as electoral infrastructure is put in place to bring the vote closer to the people. Formerly dispossessed individuals start to become more supportive of the democratic system, thus bringing stability to India.

Ultimately, Takrur is the only state to not accede, the African Triangle expressing concerns they are perhaps too closely integrated with the Vandreads. Meanwhile, the ATO now has 9 members instead of 6, diminishing the power of the African Triangle.

Final Results: Full aid amounts are dispensed to every state but Tanzania and Biafra.

USSR (Angola). Pass the Five Year Plan, which integrates occupied populations into the Communist Party, connects infrastructure networks, and builds and overhauls schools, hospitals and recreational centers. 11 (11).

The Plan is a modest success, earning moderate loyalty from the annexed populations and also boosting the Union’s infrastructure.

The Space Race

As the Atlantic War rages, the Federal Republic of Coastal Nations has remained neutral, instead focusing on closing the “space gap” with the Vandreads. Analysts consider the FRCN and the Vandread Empire to be the world’s superpowers, and this is reflected in how both have put a space station in orbit. It remains to be seen whether or not the FRCN will develop its own space-based weapons to counter the Empire’s.

The Consolidation of Africa

Most of Africa’s states are now part of the African Trade Organization courtesy of Ethiopian leadership. Representing a GDP of 1544, it is second only to the FRA’s 1783 in being the world’s largest cohesive economic bloc. Unlike the FRA, however, there is no explicit military connection between the participating states.

It is clear that the two sides in the Atlantic War are evenly matched; Vandread is stronger individually, while the UUC has the backing of many allies. We urge the warring parties to end this futile loss of life & sign a white peace.
 
The UUC would welcome the end to conflict and would suggest a conference to discuss this.
 
NPC Actions

Ethiopia. The Emperor orders the mass construction of new leisure facilities (theaters, stadiums, resorts), both to increase the life satisfaction of his current subjects as well as convince his new Arab subjects of the benefits of Ethiopian rule.

Romania. The Emperor feels a dangerous world will see security in numbers. Attempt to form ISA once again with the Papacy, Sicily, Ethiopia and the Crusaders.

USSR. Premier Rendall meets with the heads of Colombia, Amazon, Argentina, Brazil, Cape Verde, Liberia and South Africa to propose the formation of the South Atlantic Partnership, which would work to remove trade barriers between its members. The Neo-Incas do not border the South Atlantic, but the Premier invites them as an observer for the benefit of South American peace (leaving the neo-Incas out would be destabilizing), with full membership as a goal once the Empire resolves territorial disputes with its neighbors. All states that accede will receive 10% of their EP. Not only will economic integration such as a customs union and relaxed border controls provide for increased prosperity between members, but the Soviet Union is willing to provide diplomatic aid by sponsoring members' ascension to international bodies.

Papal States. His Holiness is horrified at the decline of state capacity, and orders a dramatic reform and expansion of the Holy See's security apparatus.

Crusaders. The Grandmaster declares a mass Urbanization campaign to spur economic growth.

Myanmar. Pursue an anti-corruption campaign to become Very Clean.

The U.U.C. and the F.R.A (including Quebec) will be conducting a ceasefire with the Vandread Empire: we will conduct accords with them the next turn for time allowance.

Action One: Attempt Again to Establish the Saga University of Peel (Isle of Man)

We will try again to rise the efforts of the Saga University. As it was set the institution will...

...encouraging it as a global center of higher education and as a means to promote expertise skills among the members of our clans. This could particular prove intrigue to both IREGS and ICRAS, the former from a top-of-the-class level of geology and the latter on international politics department to help lead to scholarly developments on achieving peace. It will also be a venue on cultural scholarship (particular on preserving of Uruk sagas), archeological recording, marine biology, fungi farm science, linguistics and space research. May this be to the communal prosperity of the Clans and to the joy of peoples!
