SUPERPOWERS (HUMAN), +1 Action Public or Covert
FRCN
Establish a city in Taipei. 3 (4). Whether it’s bureaucratic ineptitude, Vandread sabotage or just bad luck, the city project does not get very far. (-12 EP, -1 Urbanization)
Put a space station in orbit. 12 (13). The Space Gap closes just a little further. (+23 Education)
Vandread Empire
Attempt to create the Vandread Space Science Station. 11 (12). Imperial Science is best science. (+17 Education)
Send 13 EP to Mexico to convince them to drop out of the war. 13 (16). Under the restored government of the Emperor, Mexico is quick to oblige, signing peace documents mere months after a declaration of war. The inability of either side to make advances, the Emperor says, makes the (now-fired) Prime Minister’s previous agreement completely irrelevant and detrimental to Mexican interests.
The Vandread delegation also walks away with a modest trade agreement (1%) with Mexico.
GREAT POWERS (HUMAN)
UUC
Form the Free Realm Allied Covert Security Unit IO, which pools intelligence information between FRA members, the Plains, and Quebec. 15 (16). +15 Security

DFSA. 18 (20). +15 Security
Plains Republic. 15 (20). The Plains Republic joins the FRA in addition to the FRACSU. +15 Security
Quebec. 6 (17). The Quebecois government issues a statement on how the state’s isolationism cannot continue, and it is only due to the FRA’s goodwill that Quebec remains at all sovereign. While Quebec does not just yet join the FRA proper, its full alliance aversion is clearly over. +15 Security
Negotiate a trade agreement with the ATO, including 10 EP to help with necessary trade investments as part of a partnership. 3 (4). The measure struggles to get past the Clans’ various legislators. Some question the use of the partnership, while others are anxious about getting in bed with an organization increasingly dominated by autocratic, imperialist Ethiopia.
(-9 EP)
High Kingdom
Create a satellite network based on business use. 2 (4). For all its great engineering efforts, it seems the Kingdom is having poor luck translating that to civilian use. (-7 EP)
Create a satellite network based on entertainment use. 10 (12). On the other hand, by some strange bit of fortune, the Kingdom’s entertainment industry booms from the use of satellite broadcasting. (+14 Leisure)
India. AUTOMATED
India moves to convert to a Consolidated Democracy so that it may enjoy the moral and material benefits of being a consolidated regime like the other great powers. 16 (17).
The initiative is a success. Party bosses and clientelist networks are disrupted as electoral infrastructure is put in place to bring the vote closer to the people. Formerly dispossessed individuals start to become more supportive of the democratic system, thus bringing stability to India.
(India becomes Consolidated Democracy, +25 Security)
GREAT POWERS (NPCs)
Ethiopia. Sponsor Uganda, Takrur, Niger and Central Africa joining the ATO. 16 (16). The initiative passes, and the Empire begins its most massive diplomatic undertaking yet.
Uganda. Gift of 25. (+2). Automatically applies due to prior application.
Takrur. Gift of 29, signon bonus of 29. (+4). 17 (20).
Niger. Gift of 19, signon bonus of 19 (+4). 13 (17).
Central Africa. Gift of 22, signon bonus of 21 (+4). 18 (20). Central Africa ends up finally agreeing to form CATO with Ethiopia and Uganda at the talks.
Tanzania. 50 EP, conditional on accepting all the new members. (+4). 5 (9).
Biafra. 46 EP, conditional on accepting all the new members. (+4). 10 (14).
Madagascar. Gift of 18 EP. Additional 18 EP for accepting all new members. (+4) 7 (11).
The ATO has 6 members: Ethiopia, Madagascar, The Maghreb, South Africa, Tanzania, and Biafra.
Tanzania, Madagascar, and Biafra consider Ethiopia’s offer. 5 (5), 17 (19) and 10 (17). Tanzania is insistent it will not be bought. Biafra takes the offer and will cast a preliminary Yes vote on every admission but notes it will still adhere to the African Triangle’s voting bloc custom.
South Africa’s preference on Uganda, Takrur, Niger and Central Africa. 15 (18), 4 (7), 17 (20), 17 (20).
Tanzania’s preference on the 4: 14 (12), 8 (6), 18 (16), 3 (1)
Maghreb casts symbolic votes. 1, 16, 18, 17
Votes for Uganda
AYE: Ethiopia, Madagascar, South Africa, Tanzania, Biafra

AYE: Ethiopia, Madagascar, South Africa, Tanzania, Biafra, Maghreb

Ultimately, Takrur is the only state to not accede, the African Triangle expressing concerns they are perhaps too closely integrated with the Vandreads. Meanwhile, the ATO now has 9 members instead of 6, diminishing the power of the African Triangle.
Final Results: Full aid amounts are dispensed to every state but Tanzania and Biafra.
USSR (Angola). Pass the Five Year Plan, which integrates occupied populations into the Communist Party, connects infrastructure networks, and builds and overhauls schools, hospitals and recreational centers. 11 (11).
The Plan is a modest success, earning moderate loyalty from the annexed populations and also boosting the Union’s infrastructure.
(-1 to Annexation Time, 1% in all stats)
REGIONALS/MINORS
Poland. Invest in militia forces to deter invasion. 13 (20)
The Polish Republic’s program is a massive success, being able to replicate much of the results of the Plains Republic with its comparable strategic features. There are active militia groups all around the country ready for activation… overseen by the President’s secret police of course.
(Poland switches to Consolidated Autocracy, +15 Security. Gains Polish Guardian Initiative, providing +0.5 Support on the defensive and +2 to Annexation rolls)
Zapatistas. Pursue anti-corruption efforts to switch to Very Clean. 9 (10).
The measure just barely fails.
Mexico. Pursue anti-corruption efforts to attempt to become Very Clean. 1 (4)
Mexico’s expensive anti-corruption campaign does not produce any meaningful results. Barring the Emperor moving to use the anti-corruption program to purge various opponents and shift Mexico closer to authoritarianism again.
(Mexico becomes Weak Autocracy, -3 EP)
