Although we can state the domestic matters of Mann we must realise that the world effects. I am greatful that the attempts to block trade with Manx merchents is ending. In honour of this I am giving amnesty to prisionairs who have committed spamming, offering them access to leave the Imperium of Man to either Canada, Solitude or Egypt. Due to the recent war I am not thinking it would be wise to send them to the Holy Lands untill the danger levels return to peaceful security considerations. As for the Spammers' Crusade I will inform them that we have not been at you for the Papal States did not invite us; just because we where under vessellage of the Pope, who is above emperors, does not mean that the vessels were drawn into the war. Poland was not set into the war, just as the Isle of Man did not get confirmed into the conflict. As such we are already at peace, any statement that we are in war being unaware that we have only offered but not been asked. For that I guess there has been a White Peace between the Spammers' Crusade and the Imperium of Man. As for the Non-Aggression Pact I will accept under one condition: I will take note of a call to arms from His Holiness and will attack the Spammers' Crusade if they declare war on other allies of the Imperium like Guinea. Consider it a honest threat for peace. The Imperium will however in light of ecomonic considerations keep out of the current war between His Holiness and the Spammers. I will even discourage Manx arms companies from exploiting the war from their benefit, although this will be verbal only for the sake of the Free Market.

In further note I go on to note that the ecomony of the Imperium of Man will improve. Along with lowering the amount of recruitment we conduct a year we will have blessing that materials will set for the purpose of industry once more, which will especilly bloom. We will declare our interest to trade to as many powers as possible, even to those who scorn us so that the trade may promote peace. The Imperium of Man ensures those who left New Zealand that we are a safe place than a place destined for war. Come or return to us for great glory to your wealth! In consideration to Egypt I issue that we will be close allies indead. I am hopeful we will continue to grow in power and wealth. Our trade will be excellent. In note of this I will inform the FEAR that we are open to a ecomonic agreement for the sake of peace. Trade is good after all. For our allies in Guinea we will wish to increase our trade with them. Namibia and Byzantine are also benefiting from being trading partners with the Manx. It is a global importance that we rise in wealth.

Costa Rica shall attend the PATO-Spammer summit, but notes that it shall try to remain impartial due to its position as General Secretary.
