My favorite game: Why aren't these settlements connected? (Image)

Any ideas?
  1. Only 4 tiles away over water
  2. Both have water districts, even bought ports on both to be sure
  3. Valencia is connected via water to further settlements
  4. Tried setting Tampico to a fishing town
  5. Tried using a merchant to create a route
  6. You can see that Valencia has connections to 5 cities and 1 fishing town
 
You probably need to build ports and railroads in each and wait a random number of turns…
Why would that be the case?

Is that a mod that shows the connections or have I been missing an obvious UI?

Seriously everyone needs to get CivMods. It's almost as much a game changer as the mods themselves. It tells you when they update, then with one click downloads and replaces the old version for you. Nice clean UI. You can browse new stuff from the application. I have 26 mods on there, it autodetected what I already had when I got it. I have one of those disabled and there are no conflicts at all running 25 with CivMods. Just open it to check for updates, click to update, then launch the game.
