In previous games I tried to have a diplomatic victory through UN I built and failed all the time. This time as Ramesses I got religion victory all of a sudden.
What I did:
1) Found a religion (through Oracle then Code of Law: Confucianism) as a state religion
2) Spread Confucianism to all 9 cities
3) Build the AP
4) Only send a few missionaries to other civs
5) Propose diplomatic victory and got the minimum 423 votes to win (334 votes from myself, 99 votes from Cyrus who has the most votes other than me, and 17 votes from Elizabeth who has the least votes)
While seeking a space victory in this game, I paid no attention to the AP resolution. As I wondered why no diplomatic victory was offered since I built the AP, I then found that Elizabeth has no city with Confucianism. So I sent a missionary to one of her city and spread Confucianism. Once Elizabeth became a voting member, the diplomatic victory option shown up and I won accordingly. I never believed it is so easy!
