I found something. Seems like he was just one of the legendary founders of Nan Madol and was apparently a sorcerer along with his twin brother.

According to legend, he was one of the founders of Nan Madol and the first king of the Sauledeur Dynasty (don’t know if im spelling this right)
Even though he’s was only in a legend, I think he could be the leader (after all Kupe and Gilgamesh were legends people don’t know exists)
