Wasn't the Witch that lived there 
planing to conquer all the world above, maybe you could improvise on that.
Give them some Cities to represent a Portals from the Underland, and a bunch of Wonders that Spawn Underland Units.

Queen Jadis was just the old white witch. In essence what you're asking for is two different civs with the same leader. It would probably be better to just have an era represent the underland units and have a new LH for the queen.

The Witch of Underland was is not Jadis!! She was another Witch, although no less Cruel, and just as Lustful to Dominate the World.

Only 1 witch EVER appears in the Narnia books. She takes many forms (Referenced by color White/Emerald/Scarlet) but she is 1 witch...
The Narnia books were written in parallel to Bible stories, and Jadis represents Satan. Her name is always Jadis. In the Silver chair, she is not mentioned by name, only as the "Emerald Queen" or "the Lady of the Green Kirtle", But her description is almost identical to the others...
Beyond that...there is NO debate that Prince Rilian IS Prince(King) Caspian...who is also a leader...

I had forgotten, but as Spacer said, there's actually no reference to her as Jadis in The Silver Chair but it's kinda assumed given the color and all.

He is either Caspian XII or Caspian XIII I believe...but yes he is the son of the Older King Caspian...Prince(Now King) Rilian Caspian...
tho I guess it could be argued that is speculation, since in the last book the Narnian king is not "called" Caspian either (Tirian)
I may be wrong...I havent read them in 6-8 months...and Silver Chair is my least favorite...and I guess if I tried, I could make underland a civ...but Im not going to...call it creative licence...what I may do, is make a scenario of JUST the Silver Chair...since I plan on making several scenarios from this MOD anyway, it wouldnt be hard to use the underground terrain for it...

I am in transition and getting back into school (3D graphic design/animation major )...
