negative treasury in BTS

Hi guys,
i've played BTS 3.19 for a while and i noticed negative treasury even the change(on top left corner of the screen) might suggest positive. has anybody encountered the same problem as i, and how did you fix it?

I bet you're running automated building governors in some cities under universal suffrage. They will buy improvements occasionally.
