Neighbourhood house levels.

I've seen different levels of housing in the Neighbourhoods shown in the game: from small houses to large bungalows and on to tall flats. Is the type of housing in the Neighbourhood dependent on how much Housing it gets based on tile appeal, or you can upgrade the houses by your own? If it's the latter, does it give even more Housing?
 
You mean the art/model for neighborhoods is different? I can't say I have noticed. Might be related to era like the city center's art, or maybe the amount of housing it provides based on tile appeal.

The size of the houses. There's three levels: houses, bungalows/villas and flats/apartments.
 
I will test them out in-game to see if they evolve based on era or tile appeal. But AFAIK neighborhoods will not evolve to give more housing unless you increase the tile's appeal by other means, such as building the Eiffel Tower.
 
Huh, I never noticed they were different graphics. I've been lucky enough to be able to build only neighbourhoods with 5 or 6, and they appear as condos/apartment blocks

Also this- only the Eiffel Tower and a handful of Great People can increase the appeal of your land. Eiffel Tower is empire wide +2, and the Great People grant +housing and appeal to the city it's used in

Appeal is also increased by adjacent wonders, holy sites, theatre districts or entertainment complexes. And it's lowered by adjacent jungle, which can be chopped to increase appeal. There are plenty of ways to increase appeal even after your neighborhood is built.

Yes I actually only noticed this in my latest game. All tiles next to my wonders suddenly were at 6 appeal

Actually, only 4 appeal is needed for a 6 housing neighborhood.

There's nothing random to appeal, it can all be calculated based on adjacent tiles. The details are somewhere in civilopedia. Might have been in the entry on national parks.
