It was good to have allies. The Bulgars, Germania, and Judea had all seen the advantages to alligning themselves with the Empire. But the HRE never would, and if they did they would be spit upon and rejected. Justinian was a proud emperor and hadnt forgotton the deaths of Greeks brought upon by Rome's treachery.
Because it was highly unlikely that the Byzantinian Empire and the HRE would be on a friendly footing anytime soon, a wall was ordered to be built. The wall would start in the Serbian Coast and wound through the entire Byzantine-Roman border.
That was an important project, but an even more important diplomatic move was at hand. Long ago in the wars of Greece against the Huns, Persia, and Rome, peace between Greece and the humbled Persians had been at pre-war. But, the Turkish territories were never brought back under Greek control.
Justinian, sure this had been a mistake on the part of all 3 parties (Huns, Persia, Greece) was intent on fixing it.
