There's a build turn, Winter 1901, in which everyone does their builds similtaneously.

After that, a new year starts, and you can move.

So I just want builds this turn. You can only build in unoccupied home supply centers.

So the only thing you could do this turn is build an army in Vienna, or waive your build.

Okay, this is getting ridiculous. Captain2 and MjM have 17 hours (until noon my time) to get orders in. After that, I will open the countries up to whoever wants them.
