Update 18 - Year 1919

Global Events:


The Brazilians launch an all-out assault against the PLA, crushing a large amount of their small airforce (saved, in most cases, by a new elite PLA “Valkyrie” unit) and destroying several bases and factories. It is unknown whether or not the Base Armaggedon was hit. After that, Brazilian forces were paradropped throughout the nation… encountering only light guerrila resistance. Most of the PLA forces were elsewhere. The Brazilians had let their guard down at Panama City, and Etehualpa (the rebel Incan governor) had made sure that a large amount of Incan forces at Panama City were loyal to him (it is presumed that this was a part of the deal with PLA). So, in October 18th, the PLA launched yet another attack on Panama City, and while the Brazilian defenders were distracted, Etehualpa’s forces slaughtered or took hostage all of the loyal Incan forces in the city, and attacked the Brazilians from behind. Brazilian commander, Getulio Vargas, managed to evacuate roughly a half of his forces from this attack.

The Inca Amenhualpa withdrew from affairs of state for this year, an action most unwise. This bolstered the PLA morale, while Incan people are disencouraged (-2 Culture). Several rebellions are still on as the army had no orders to put them down. Finally, Etehualpa, distant relative of the Emperor and Governor of the Chibchu Province has started a popular rebellion. Nearly half of the army joined his ranks, and PLA supplied him with modern weaponry (rumors are of a secret treaty between the two as to the future of the Incan Empore and Panama). Incan Empire is in civil war, and the nobles that currently are trying to reassert control of the Empire before the Emperor once more is able to rule actively consider capitulating to Etehualpa. Minor fighting took place.

Army of Ulster has now incited downright rebellion in Ulster. Irish police force failed to do anything to stop it, but the military is on the way.

The majority of Burgundian military capitulated, and Burgundy is divided – all east of Rhine is now German, territories west of Rhine are divided into French and Occitanian lands. However, General Petran and a small amount of loyal troops somehow disappeared – they are now suspected to either be in the hiding, either at an unknown location. Partisan resistance started, but it is fairly light, and lost quite a bit of popularity after the “Supply Truck Incident” when partisans stopped and destroyed several German trucks with food for the starving civilians of Dijon, thinking them to be military supply trucks.

In the Balkanese Empire, Emperor Cyrril had afterthoughts about monarchy, and decided to step down after abolishing serfdom. Elections would soon be held, though the new fascist “Amonov’s Brethren Party” is threatening to restore the Diamond Sword Empire.

Egyptian forces withdrew from Libya, but peace is yet to be signed – Libya and North Sudan declare that unless Egypt pays compensation money to Libya and signs NAP with Libya and North Sudan, there will be no peace. A coup overthrew the previous Egyptian government, but a large part of the army stated that the previous leader was a martyr and that current government is an Arabian puppet state. A Fascist Egyptian faction rebelled, and already half the army is on its side. Population, too, is split but the citizens are decidedly against the theocratic regime. Egyptian Civil War is on. Arabian troops expected disorganized rebellions, but were attakced by Fascist Egyptian elite units that pushed the Arabs out of Alexandria and Cairo. Theocratic government lost crucial industrial locations (2 Economy transferred from Theocratic Egypt to Fascist Egyptians). The rest of the army may or may not be trusted to fight for the new government.

Arabian forces withdrew from most of Egypt, apart from the Egyptian part of Suez Canal region. This farther increased the support of population for the Fascists in Egypt.

Liberia has temporarily withdrew from the Quadruple Alliance to reassert its political situation. Many Brazilian statesmen blame Liberians for cowardice and treachery, but Lord Iago made no statement.

The DU has, at Madagascar’s initiative, formed the White Helmets special unit, rather similar to the Comintern Ehre Korps – to deal with the Black Army threat. It consists of 5% of all member nation militaries, +20 more Madagascarin divisions. Meanwhile, Madagascar too became a nuclear power, while offshore oil platforms are being set up. Project Propel is nearing completion.

The islamist rebellions in central Turkey have ended peacefully.

India has now rebuilt itself much – the economy is restored, and several old cities destroyed by the Black Army are being rebuilt. Many express hope that India will become a world power again.

Korea and China go on high alert. Chinese start intensively patrolling their national waters with their rebuilt giant fleet, while on the border both sides expect the each other to launch an offensive. Luckily, no war comes. In Korea, after several riots, the people calmed down even though there are now large underground resistance movements from both communists and fascists.

Japan has now reopened itself for trade once again. This is not really surprising as the newer generation grew up in Meiji tradition.

On a small island in the Pacific Ocean, Oceania’s first nuclear bomb was detonated, as if to say that Oceania is a nuclear power as well. Considering the general instability in Oceania, many people across the world fear as to what could happen now that Oceania has the bomb. Meanwhile, the riots throughout Oceania quiet down and most people return to their homes or go into the hiding. The rather cruel methods used by the Oceanians did, however, create way too many martyrs for Oceania’s present regime to feel itself safe. Indeed, the current government is now even less popular.

Random Events:

In the Balkanese Empire, as the people are liberated from virtual serfdom, the overall faith in the state (and in the government, though a new one will soon appear anyway) increased (+1 Culture). Also, as more people have the time to read books, education grows (+1 Education).

The gigantic decrease in international trade with Japan has now entered full effect in the Shogunate (-1 Economy). Nevertheless, now that trade is reopened, it is of no farther significance.

Spotlight:

Ehre Korps.

In 1917 (20 years from Vienna Commune), the former Amerika Korps returned to Germany and was disbanded. Its leaders, the famous General Erwin Rommel and the "Communist Baron" or "Red Baron" Richthoffen Manfred were summoned to Germannia's Volkstag. There, they were returned command over their forces - now renamed Ehre Korps, the elite German unit.

After failing to catch the Black Army in India, the Ehre Korps returned to Germany once more. It was decided to change it from a German unit into a Communist one and to otherwise expand it. Soon enough, floods of volunteers from all the Comintern nations applied for training for the Ehre Korps - ofcourse, far from everybody met the requirements, but this added five more entire divisions and air wings. Also, Sioux, Indochinese, Congolese and Italian soldiers, as well as Scanian air wings that got their battle fame in the Hellstorm Offensive have also joined this new unit, and other Comintern nations stated that they would consider making contributions at a later time as well.

After a year of harsh training, the Ehre Korps, pride of the Comintern, is ready to fight the foes of Communism wherever they may appear.

@das, i'm sure i had 90 divisions before, wat happened to 5 of them?
 
oh and Madagascar was supposed to have sent some divisions to Germany to help against the burgundians...you dont have to redo that if you dont want too, but I just want to make it clear that I did send them, lol.

btw, we finished updates roughly around the same time, lol.

The rebellions were over and the United States of Oceania could return to some normalcy. The martial law was lifted from the rebellion areas and the right to assembly re-instated.

However the army would continue a heavy presence in those states which rose up against the United States of Oceania.

In other news the government of Oceania is calling elections this year. The Presidental elections will come in another two years when Congressional elections are held again. All parties must pass a Supreme Court edict to be able to run for office, this is to eliminate all those parties that may wish to destroy the consituion.

The following parties are the seven that will run for office. Coalitions will be necessary

The Social Democrat Party of Oceania - The current government the Social Democrats have received much disdain from the public due to their treatment of the rebellions. Leader: President Jaques de Gaulle

The Militarist Party of Oceania - Whishes to see the Democratic government of Oceania to cultivate a strong sense of militarism and ensure that rouge states like Korea do not pose a threat to future security. Leader: Congressional Oppostion Leader Mark Latham

The Republican Party of Oceania - Conservative force within the government wishes to see the Oceanian government resume its close ties with Britain. Leader: Senator John Howard

The Nationalist Party of Oceania - The fascist party once rulers of Oceania under the Pacifica banner wishes to return to rule. They still hold strong anti-semtic leanings and wish for the restoration of Oceania to IndoChina. They hold little power outside the cities and at that they will not get a majority vote.

The Communist Party of Oceania - A communist party with not much following outside New Zealand. This party was responsible for the rebellions and thus has limited appeal within the greater Oceanian people. It wishes to return Oceanian politics towards the left, and secure a place in the International Committern.

The Islamic Party of Oceania - A islamic fundamentalist party with a sizeable following in the Indonesian archiepeglo. However its strong views discount its viability as 60% of Oceanian peoples are not Islamic. However they wish to join the Islamic League.

The Holy Party of the Oceanian Church. - A chirstian party wising to bring a theocracy about by installing the Archbishop of Sydney as the Head of State. At this moment it will probably be ruled that any move towards such a theocracy will be countered by the High Court of Oceania based in Canberra.

All members of the Democratic Union will be allowed to send ONE representative to view the elections.

OOC: das could you PLEASE include an oil stat or something here: http://forums.civfanatics.com/showpost.php?p=1824455&postcount=6 . It should include who sent whom oil for how many turns. You would do me a big favor since i will allways forget when i have to resign my oil deals.

Further: Why isn´t the DU included in the Alliances? Although it is differently from the commintern and the quadro emperialists i still think it should be included.

STORY:

{Meeting of the Liberian Cabinet}

“Very good. Very very good,” said Prime Minister Ndukama to his Defense Minister. “The military increase did better than forecast, and now we have the most powerful Army on the Continent, with our Air Forces and Navy catching up.”

“Yes sir,” replied the Defense Chief, “but we require more funding! I have prepared a list of 62 reasons why. Reason Number One: to have an effective foreign policy, we must…..”

Every mind in the room immediately tuned out. Ndukama cursed the Constitution that required him to give his Ministers “a full hearing” on all of their suggestions. The Defense Chief was a windbag who was appointed merely as a political favor. The medals on his meticulous uniform, most of which were self-awarded, clinked softly together as he made his case. One thing about the man, though. He was dedicated. Perhaps he was gearing up for a coup attempt?

“Sir?” the Minister of Trade at his side asked, jolting Ndukama out of his ruminations. He realized that Defense was finished and all were looking expectantly at him for a response.

“Uh, good reasons, all. Excellent report. I will take it under serious consideration.” He could sense suppressed laughter from somewhere off to his left. He looked at the Foreign Affairs Minister, the only white on his Cabinet. “What is the status of the Egyptian situation?”

“Well sir, the rebellion rages on, and the North Sudanese still refuse to withdraw within their own borders. I suggest we send an ultimatum to them, to help speed them up.” He shuffled some papers around in front of him. “I also suggest that we offer our assistance to the Egyptian Government against the rebellion, in exchange for a price, of course.”

“Hmm,” the Prime Minister responded, rubbing his chin, “either operation would involve some heavy desert fighting, and I am not aware of our capabilities in such conditions.” He looked at the Defense Minister. “Could we do maneuvers to see?”

“Of course, Mr. Ndukama. I shall order them at once.”

“Excellent. Minister of the Treasury, report.”

“Well, to be blunt, our oil deal with Russia has taken the edge off of our economy. I would advise taking measures to boost it.”

The Defense Minister spluttered, “What? You can’t listen to this twit! Domestic issues are of no concern!”

“When we came into office, we promised the people the same level of prosperity they had under the Socialists, but with more responsible fiscal policy,” the Treasury Minister said. “We cannot allow the economy to sink too low, or else our great plans for the Empire will be elected out of office!”

“Gentlemen, gentlemen. That will be enough of that,” said the Prime Minister. “We must strike a fair balance between Military and Domestic Affairs, as we campaigned to do. So we will alternate domestic and military spending unless a major crisis comes up in either area. Understood?”

“Yes sir,” said the Treasury Minister. The Defense Minister just grumbled under his breath.

“Good. I shall inform His Majesty of our decisions and then implement them. This meeting is adjourned.”

As they filed out, Ndukama noticed the Minister of Defense mumbling to himself as he gathered up his papers. He resolved to keep a closer eye on him in the future.

ORDERS:

Boost Economy.
Order Large Scale Military Maneuvers in Desert Areas, to determine our capabilities in fighting in such conditions. Report back with findings.
