Amid the crises in Africa, president Lenin has taken into himself that it is his responsibility to sort out the mess between Congo and Liberia, a conflict that could erupt into an African-Commitern crises. Madagascar was in a good position to handle this, it was perhaps the most influential power in Africa, and is a member of the DU, which is an effective counter-wieght, yet friend, to the Commitern.

Why squabble over a simple city, an African-Brazilian city? It is of no importance, to value, and is not something to damage already weak relations. We are in an age of African soveriegnty, and you only jeapordize it by meddling amongst ourselves. It is of no importance who is in control of the city, for after the war a massive vote shall be held throughout Africa to determine, upon the rule of popular soveriegnty, what the people want. The rule of law will be enforced by Madagascar her friend Russia, for every nation to abide by the vote.
So you see, it is useless to argue about this city, as it will choose what it wants in the end, regardless of who occupies it.
