Well, not so much as New York City, but it would still create a huge impact on the US politcal and economic structure.
Nation Background: Russia is a great power once again, despite Finland's nuclear strike in the beginning of WWIII. Allied with Germany and Britain, it begun to reclaim it's "last colony" (apart from Madagascar).
As the Third Scandinavian War begun, six ballistic nukes from an unknown nation (presumably it was Burgundian or Finnish) were launched from some point in Northern Europe, destroying Germannia, St. Petersburg, Tsaritsyn, Kiev and Novgorod (another one was flying for Moscow, but was intercepted just barely). Luckily, the Russian reconnaissance planes noticed the missiles, and albeit they failed to intercept any (apart from the one flying for Moscow), 40% of Russian population in the cities managed to evacuate in part, thanks to the nuclear emergency drills. Nevertheless, Russia suffered from the destruction of several key industries in Novgorod and Tsaritsyn (-2 Economy for Russia). PRG did not suffer as much, as most of the government officials were away from Germannia, and no key industries were located near it.
