A few guesses: Somewhere in The Ottoman Balkans? Norway or possibly Denmark? Swedish held Finland and Karelia? (Don't you dare touch the Finns or their brethren Karelians) Spain? Italy? (God i hope not, it's mess as is) Ukraine?

Just a few random possible choises if you have a rebellion in Europe, since i don't think the French republicans could even pull off a rebellion altough it would be welcommed.
