Diplomatic Statement Concerning the Persian Proposal
Issued by his Imperial Majesty Ferdinand-Philippe, Empereur des Française

We accept your offer gratuituosly, and as the first nation to recognize the restored enlightened monarchy of Persia, hope for good relations to continue. We believe it is the time to further solidfy our relations through a defensive alliance, perhaps as an expansion upon our garuntee of independence. We leave this up for the Shah to consider, and should he accept, we ask that he creates suitable terms for such an agreement.

Diplomatic Proposal to the Federated Kingdoms

Though relations between our two nations have never been great, we still believe that there is no need for conflict, as a conflict between the Federated Kingdoms and the Empire of France means a conflict between the nations of the world, due to the huge web of alliances we have strung for ourselves in order to protect our interests. The Empire of France proposes a 10 year pact of non-aggression to ensure that peace lasts, however we must ask that Federated Kingdoms keeps a tight control on the citizens which are allowed passaged into French california through the Federated American territories. There is evidence of foriegn involvement within the rebellion, and whilst we blame no one, we simply ask for tighter measures of control to, again, ensure that a peace lasts between our two empires.

Update 3 - Year 1863

Non-Military Events:

The Californian rebellion is echoed by growth of Republican sentiments throughout the French Empire (-1 French Confidence). The Federate colonies in North and South America (note that I don't mean the American kingdoms - though they were affected, only to a lesser extent) also feel a large amount of dissent, partially inspired by the Californian and Gaelic risings; at home, too, the continued rebellion causes public disappointment in their government (-1 Federate Confidence).

The Incan Empire of Peru purchases the eastern coast of holy Lake Titicaca from the Federated Kingdoms (+1 Culture).

Both sides in the Gaelic Rebellion (already called the "British Civil War" by some) get volunteer brigades and partisans, the Federates from Scottish loyalists and Ulstermen, the Gaels - from the Gaelic Patriots (+5 Federate, Gaelic irregular divisions). Propaganda is used by both sides in large amounts, with not much result apart from further polarizing the population (which is to say that very few opinions changed, they were only fortified if anything) (+1 Gaelic, Federate Confidence).

Similarily, public opinions in Denmark-Norway are also polarized between three ideas about the kingdom's prefferable political situation - the people are split between remaining a part of the FK, gaining independence and, surprisingly if one remembers the bad blood between Denmark-Norway and Sweden, forming a "Scandinavian Union".

Strange, uncommonly large ships appeared at Gibraltar and promptly left it westwards after they noticed the suspicion aroused by them.

The conflict between the Kaiser and the Reichstag has reached its culmination. Since 1862, the Kaiser was amassing a fairly large, elite force whose officers were specially picked by their loyalty to the Kaiser, and the Kaiser alone. With the truce in Italy (see below), the Reichstag grew ever more alarmed by that force, the sturmtruppen, and so when the Kaiser proposed a further increase in the size of what Reichstag member Hans Guttler alleged to be "herr Habsburg's private army", the Reichstag opposed it bitterly. Exasperated by the continued Reichstag opposition to all and any of his reforms and decrees, the Kaiser, citing the thorough inefficience of the Reichstag that has harmed the Holy Roman Empire for too long, had said Reichstag dismissed and abolished. The constitution was revised, and all power in the Empire fell to the Kaiser and his 12 ministers. The Ministry, as the new regime was called by some, soon started lots of reforms, mostly in the sphere of education (it was standardized and "patriotized"), to the dismay of the regionalists and the conservatives (-1 Confidence).

Cease-fire in Italy has been achieved, but not more yet as the Carlists are yet to sign the French-proposed Treaty of Turin. The Holy Roman troops withdrew back to Venice, and the French handed over the territory they have occupied to Carlo Emanuele IV. Only the Pope remains (see military events)...

Pro-Muscovite riots take place in Novgorod and Pskov.

The Ottomans hire veteran officers from Turkey and Europe alike to help train their troops (+1 Army Training) and commanders (+1 Military Leadership), in imitation of the similar Persian programs.

A program of radical reforms and public works is initiated in Tukulor, amidst a meteoric rise of dissent and the collapse of economy (-2 Confidence, -1 Economy). On the other hand, Hambdullahi has turned into a center of trans-Saharan trade (+Hambdullahi trade center).

The city and trade center of Kanji arises, with generous Sokotan investment (+Kanji trade center).

The Turkmens desperately gear up for the final battle (+5 irregular divisions).

The Persian army is becoming rather difficult to maintain (-1 Economy)...

Already desperate, the Sikhs have gained sudden relief - the new Federate government, in spite of the prophesized "hardline stance", decided that it is best to have the Sikhs as allies. A peace treaty was signed - the Sikhs gave up some of the ground they gained in their rebellion, but received complete independence from the Federates. An alliance was signed and supply routes were established, saving van Derhuyt's Army of Afghanistan. Admittedly, this peaceful resolution caused some problems as separatists in other Indian princely states, Muslim and Hindu alike, saw a good opportunity, but mystiriously, the most vocal enemies of the Federates died in a series of accidents, while the more moderate, even pro-Federate, leaders rose to prominence.

The French colonial efforts in Oceania continue: Fort Nouvelle-Marseilles [1] is built, and some lesser outposts are established all over the region. Some older ones cease to exist, on the other hand, due to bad conditions (problems with food, water) and incidents with natives.

Military Events:

Californian rebel forces, in spite of getting into a conflict with the Amerinds, advanced eastwards and secured much ground before the French army arrived; when it did, the Californians did their best to harass it, but failed to prevent the crossing of Colorado river and the landing of French troops in Sent-Francois. The Californians defended their cities fiercely as they came under dual assault, and the French suffer many casualties, but gradually, the rebels were pretty much rooted out, and would have been destroyed altogether if not for a sudden rebellion in Mexico itself...

In spite of the French political concessions and the destruction of the Fraternidad, many people in Mexico still were quite separatist. Regrouping around a new, thus far mostly anonymous charismatic leader, the Mexican rebel movements decided to use the French distraction in California and raised the banner of rebellion. Even though not all the Mexicans supported this, the rebellion quickly got off the ground in Veracruz, Acapulco and Mexico City, a rebel junta was assembled in the latter and the rebels soon took over the core regions of Mexico. Yucatan was thrown into chaos, as Mexican rebels clashed with local Spanish regionalists and religious Mayan rebels, with a small loyalist pro-French force holding out in the north-east. As French troops were redeployed from California, the Mexican advance northwards was stopped and the pro-French ultraconservative partisans put the rebellion in a most precarious position, only rivaled in precariousness by that of the French position itself.

A diplomatic incident devolved rapidly into a war between the Incan Empire of Peru and the Kingdom of Portugal. In spite of the far superior training of the Portuguese and their possession of the initiative, the Incans fared quite well - their "black ghosts" harassed the invaders, their troops defended the well-prepared positions fanatically, tropical diseases devastated the Portuguese ranks and finally, and most importantly as well, the Portuguese had major logistical problems, in both their maritime invasion and their Amazon attack. Still, with lots of casualties, the Portuguese did make some gains.

The new Prime Minister of the FK has pledged to grant autonomy to the Gaelic regions within the Kingdom of Great Britain, but also to eliminate the frustrating rebel movement there; soon enough, the reorganized Federate military has resumed the winter-halted operations against the rebellion. A blockade of rebel regions, in spite of some difficulties, has been established; the rebellion in Wales has briefly cut off the garrison there from supply routes, but Federate reinforcements arrived and the rebels themselves were dispersed; the Federates were briefly repulsed from Glasgow, but soon managed to break the Gaelic resistance and seize the city, later advancing into the Scottish Lowlands; in Ireland, the Gaels were hindered by Ulster irregulars and failed to take Belfast, while the Federates secured all the coastal regions of note. On another level, the Federates went on an assassination spree as numerous notable Gaelic leaders were killed by snipers, died from food poisoning or fell out of the window (-1 Gaelic Military Leadership). Gradually, the people begun to turn away from the losing Gaels, though the Irish and the Highlanders still support them (and happen to form practically all of the population still under Gaelic control...). But their leaders fight on despite all, resorting to guerrila warfare.

After the Holy Roman forces pulled back to Venice, the Franco-Carlist forces in Italy pressed on to combat the Ultraclericalist forces and, ofcourse, routed them on the outskirts of Rome; Benedict XV himself has perished in battle. Thrown into disorder, the Ultraclericalists soon turned to fighting each other, especially in Sicily, and that made the reunification of Italy under the banners of Carlo Emanuele even easier.

It all started when, on a fine summer day in the year of 1863, the Cossacks rose up once more against the Turkish yoke. As the Ottoman armies were waiting for a serious rebellion for quite some time now, they enthusiastically went to help their Tartar subjects defeat the rebels. Yet while the Cossacks were being defeated, while the Ottomans weren't watching too closely, another ethnic minority altogether started its rebellion. The Hungarians have declared their independence and rose up within the Turkish parts of Hungary (the Holy Roman side of the border saw some minor outbursts of revolutionary violence, but they were easily put down). After a heated battle, the Ottoman forces were pushed out of Budapest, while other rebel armies took over most of the rest of the Crown Lands of St. Stephen (again, the Ottoman portions only). However, a Turkish counteroffensive soon came from two fronts, and only a craftful guerrila campaign has prevented the Turks from crushing the young republic.

The French Protectorate over the Merina kingdom (on Madagascar) is overthrown was overthrown in a coup d'etat by the queen, Ranaval I. The top French administrators were put under arrest, the miniscule French garrison was wiped out. No ships were to be found for the further operations intended, but the island itself was quickly consolidated under true royal rule without too much bloodshed.

The Great Central Asian War comes to a bloody end.

The Chinese have commenced their reconquest of Japan. First, the powerful Qing fleet built up throughout the century (and, much more prominently, this very decade) has asserted naval supremacy. A daring night raid of several squadrons devastated the shipyards of Nagasaki (-Nagasaki economic center), destroying much of the new Japanese fleet in the process. The attacks on Edo and Kobe were less succesful, but there, too, the Japanese docks were severely damaged and the fleet, in spite of giving the Chinese a real fight (especially with the kamikaze fireship attacks), was almost neutralized. Finally, the major shipyard in Kagoshima was burned down by the Chinese garrison there, as the city was being overran by the Japanese who took no prisoners; the heroism of Kagoshima's defenders was immediately overblown and formed a vital part of Chinese propaganda (+1 Culture). Meanwhile, a series of seaborne landings took place; the Chinese were invading Kyushu in force. Responding to Emperor Hitsuji's calls, the people of Kyushu took up arms and assisted the defense of their native island, and combined with the equally-fanatical Japanese soldiers in Kyushu, they slowed down the Chinese advance badly. In the end, superior training, superior disciplinne and superior leadership managed to give the Chinese something resembling a victory, but at a heavy cost and incomplete (a small amount of Japanese troops held out in northeastern Kyushu).

Tribal wars among Maori tribes in Ile d'Tocqueville and Nouvelle-Sardagne intensify, as the French sell lots of firearms to whoever will buy them.
 
Random Events:

Hungarian independence is declared (+1 Confidence)! A provisional government is formed (+1 Civilian Leadership)!

The project of the Esploratori Dell'Oceano, whatever it is, is moving along very well indeed (+2 project progress), and the wide leadership is only helping (+1 Military Leadership).

The Persians rally around Ardashir IV against the Turkmen invaders (+1 Confidence). A new "engineering corps" is created (+5 UU). Volunteers join the army, even those from the occupied territories (well, those raise rebellions actually...) (+10 divisions).

French soldiers gain experience from the fighting in Italy (+1 Army Training). Ferdinand-Phillipe gets the epithet of "the People's Emperor", for being so concerned about, well, people (+1 Confidence).

La Californie invites discontent French officers to join the rebel side (+1 Military Leadership). Politeducation, or rather simple propaganda, is growing in use and appeal (+1 Confidence).

Turkmens once more gear up for battle, perhaps their last, inspired by their Khan (+1 Confidence).

The Sapa-Inca's prestige among his people grows rapidly (+1 Confidence). The Black Ghost unit is created (+5 UU). Mining is developed in the Ucayali region (+Ucayali economic center).

European-style reforms in the Chinese staff take place (+2 Military Leadership). Korea is fully pacified, as are some other hotspots on the mainland (+1 Confidence).

Support for the Hitsuji Emperor grows meteorically (+1 Confidence).

Religious tensions increase again in Switzerland, after a Catholic church was burned down by activists (-1 Culture).

Incan soldiers haven't fought a real war... since the country appeared, in fact (well, until now anyway). That tends to cause problems with army training (-1 Army Training)...

The economy of Tukulor faces problems due to mis-management (-1 Economy).

Turkish education levels are sinking alarmingly (-1 Educaiton).

The war-time devastation and the streams of refugees ruin the econoym of South Italy (-1 Ultraclericalist Economy).

Crews of the Swedish ships are getting out of shape (-1 Naval Training).

The autumn rasputitsa decimates the Muscovitan roads (-1 Infrastructure).

Sabotage causes lots of trouble for the French canal builders in Nicaragua (-1 project progress).

Seeming futility of their cause weakens the Sikh resolve (-1 Culture).

Spotlight:

The Fall of Turkmenistan.

As 1863 Anno Domini, or, more relevantly, the middle of 1279 Anno Hegirae has arrived to the world called "Earth" by some of its people, the position of Greater Turkmenistan in Central Asia was quite dire. Persia was unbroken, and Federate-Chinese forces occupied the very heartland of the Turkmens. No allies were to be found - indeed, the Sikhs have unexpectedly received independence, as Federate allies. There was no salvation apart from peace - but the anti-Turkmen coalition demanded unconditional surrender, and to that Karamurad could never agree.

Thus, he had to fight on. Fight on like a cornered rat, lashing out at his enemies when and where they don't expect him. Thankfully, he did have some strategic prowess - combined with some secret information received from classified sources, information about the exact directions of the Coalition's planned attacks. Or so he thought - actually, though he knew it not, the "enemy plans" in his possession were completely fake, given to him for disinformation purposes.

Still, if we assume that they did influence his planning, these fabricated plans indeed served Greater Turkmenistan well. Expecting a Persian attack towards the Caspian Sea, the Turkmens, to the surprise of their Persian foes who engaged in the same activity, constructed a fortified line. Or, rather, Persians from the occupied territories were herded to build it with materials freed up by the deconstruction of Persian cities. Two fortified lines stood, and soldiers manning them were confused - why weren't the other ones attacking?

Oh, but "the other ones" WERE attacking - only somewhere else. Riding day and night, a large Turkmen force cunningly invaded Dalnorossia, maneuvered around the voiskos that tried to intercept it... and then struck into Sinkiang. There, they were reinforced by local separatists who started an actual rebellion, but were halted by a sizeable Chinese contingent left to guard the region. Superior numbers and religious zeal allowed the Turkmens to push the Chinese eastwards, but valuable weeks - and valuable lives - were wasted. By the time they were ready to start the second phase of their ambitious offensive, it was too late - Persia, China and the FK have launched an offensive of their own, while belatedly, a Persian rebellion begun behind the Turkmen lines (with the help of foreign spies, no doubt...). And finally, a stab in the back came when Dalnorossian forces landed behind the Turkmen lines in Persia, linking up with the rebels, while cossacks, frustrated by the skillful Turkmen maneuver, flooded over the hapless country's northern border. And finally, the Young Uzbeks rose up in arms, assisting the Dalnorossian advance.

But that wasn't the end of Karamurad yet. Although the fabricated maps caused lots of confusion among the Turkmens, the assembled fortifications and the calls for volunteers allowed the enemy offensive to be stopped, especially as there were many problems of coordination in the Coalition ranks. And by then, though suffering from attrition, the Turkmen forces came in from Sinkiang. As soon as reports of that reached Karamurad he decided to retreat from Persia, leaving scorched earth behind him, and to try and throw back his foes in one big frenzied charge.

And it nearly worked. The Chinese army came under the primary blows, from the west and the east, it was cut off from supply routes and its vanguard was previously exhausted by the fighting on the Amu Darya river. Outnumbered, the Chinese very well might have collapsed; they suffered from huge casualties and some isolated units have surrendered. But Karamurad underestimated the strenght of Dalnorossian assault, combined with the strenght of Persian troops that were until now on the defensive. Finally, the Federate Army of Afghanistan moved in to outflank the Turkmens, who by then have reentered Samarkand. Chinese forces back in Sinkiang reconquered the province and struck the Turkmens from the east again. Under attack from all directions, Greater Turkmenistan collapsed altogether, the core of its army refusing to surrender... and perishing in battle under the shells of Federate artillery, the sabres of the cossacks and the "Allah's Needles", not to mention the furious horde of Chinese troops who learned that those of them who had surrendered were brutally executed once it became obvious that the Turkmens were doomed. That was the Battle of the Peoples - the Battle at Samarkand.

Karamurad himself was captured, but along the way to Shiraz for his execution, a few of his die-hard supporters attacked the convoy escorting the dethroned Khan and rescued him. His current whereabouts are unknown...

As a clarification - when a division is "killed", I don't mean that 10,000 men die. Some of them are captured, others are wounded, third still desert, the remnants need to be regroupped because of the loss of organization (following, say, the death of superior commanders or the scattering over a wide territory without contact as a result of a defeat in battle). So your casualties aren't as heavy as they seem. Many troops that you "lose" later return into your army in the new divisions, which is why said new divisions aren't 100% green.

Btw - it has been pointed out that projects are quite unprofitable now. I'm thinking of decreasing the time it takes to build them and allowing people to rush projects by investing 2 additional eco. points (2 eco. points=+1 project progress) an unlimited amount of time. They might also have unexpected, mostly positive, sideeffects. Opinions?

Apologies about the poor quality of the update. Lots of distractions along the way. I probably forgot to mention some details here and there as well... If any clarifications or explanations are needed, just tell me.

Btw - it has been pointed out that projects are quite unprofitable now. I'm thinking of decreasing the time it takes to build them and allowing people to rush projects by investing 2 additional eco. points (2 eco. points=+1 project progress) an unlimited amount of time. They might also have unexpected, mostly positive, sideeffects. Opinions?

Yes please! I'm pretty sure my project could have been done in a turn for 3 EP and some clever orders, not 6 turns for 6EP ;)

Incidently Merina is in the PC list, yet doesn't seem to have a player listed :hmm:

France has no right to rule over the Malagassy people as you stole this very land from our ancestors. We have already gained control over the entire island within a matter of days. All Frenchmen are either dead or captured. We have cunningly captured those who oppressed us the most. If these men are of any importance to you then you will pleadge that Madagascar will remain an independent nation, free from French influence. If you agree, we might continue to trade with you and we will not oppose the French in other places.
However if the Empereur trys to invade the Merina Kingdom he will face certain death! For we will kill every single French soldier that trys to claim this land for Paris. We will exterminate any French attempt to take a beachhead at our coasts. And even if by some unholy miracle you might take the beaches you will completly fail to conquer the inland as the earth itself will protect us from your guns.

We are willing to negotiate.
