Irregular in fighting style, they do not act as units but rather as dispersed units in the stye of guierlla's but with the benefits of state funding.
they are excellant for disruption and a good counter to the irregular style of warfare in the rebellious areas.
The irregular troops certainly won't engage me in a normal fight, because thats how they would lose quickly. thus the use of irregular troops.
You still don't raise them as you do normal troops. The IRREGULAR troops are just that, not a part of the REGULAR army.

It certainly never declared for the Reichstag. But it didn't restate its old oath of fealty neither. The colonial governors there are generally pro-Kaiser, but will probably wait and see how the things develop back at home. Not that they can influence them, with most of the garrisons overwhelmed by the "hydra of Portuguese agression and imperialism".

Nah. Send orders on time, and you should be alright; we can assume that the country was temporarily paralyzed after the sudden coup.
