NES2 VI - Last Semblance of Order.

Qing China wishes to inquire as to the French diplomatic position on the Sino-Japanese War. While China sympathizes with the cause of aiding firm allies, it might be wise as to inquire exactly what cause this war was started for, besides blatant territorial expansion.

World events have made it necessary that we should communicate to you, and to the peoples of the world, the state of affairs in this country which we call New Granada, and which has in this past year emerged as a free republic and been subject to one attempted repression and two hostile foreign invasions. Attached is a declaration, issued by the National Congress on behalf of the people of New Granada. It is our hope that it shall clarify the state of affairs to you, and open a civil discourse toward the unanimous international recognition of our republic.


Declaration of the Independence of New Granada
Issued 5 May, Anno Domini 1745, at the City of Caracas

There comes a time in the course of human history when it is necessary for one people to dissolve the bonds which held it fast to another. The state of war and disorder which prevails in the lands of the former Spanish crown compels us to loose such bonds and liberate our country from foreign administration. For the more perfect government of our country and protection of our people, we do hereby ordain to establish by the grace of Almighty God this Republic, of the free country of New Granada.

Toward this end, these we do hereby resolve:

ARTICLE I:
That the nation of New Granada is a free, independent, and sovereign national entity, alike in all regards of determination and privilege to the Spanish, French, and other similar European peoples.

ARTICLE II:
That the country of New Granada is a free, independent, and indivisible national territory, rightly the native soil of all New Granadinos, and as properly free of foreign occupation as the metropolitan territories of any free nation.

ARTICLE III:
That the country of New Granada is defined as the natural territory south of the Atlantic Ocean, east of the Pacific Ocean, west of the territories of Brazil and Guiana, and north of the River Solimões, such as Almighty God has ordained to create it.

ARTICLE IV:
That the nation and country of New Granada shall be governed only by the Republic of that same name, which is here established for the governance of our country, the defense of our people, and the protection of our liberties.

ARTICLE V:
That the Republic of New Granada is a free, independent, sovereign, and public state, established by the people of New Granada, and administered by and for the people of New Granada.

ARTICLE VI:
That the sovereign territory of New Granada shall be free of foreign interlocation, and the sovereign Republic of New Granada shall be free from foreign domination, through peaceful and just offices, or through the force of just arms.

In the name of Our Lord God the Almighty, and for the furtherance of the independence and happiness of the people of New Granada, the above we do solemnly resolve, and toward do pledge life, honor, and fortune.

We appluad the actions of France in attempting to make peace in the world, but ask that Gallicia be allowed to choose its government by a plebiscate like what you granted the Basques. Also, we ask that the agreements be made into 10 year NAPs. Allaince coupled with an insane Emperor, is what caused the downfall of our former homeland, and as such, Gallicia has no want to be caught up in world affairs again.

Also if your revising the treaty, we would like to point out that it should be French Borneo, not French borneo. Sorry to nitpick.

Will you allow any who wish to emigrate to Gallicia to do so? And we would ask for an end to hostilities since we are a different nation. We propose a 5 year NAP, to be backed up by the might of France. If you will please realease POWs to Gallicia, this would be much appreciated.

OOC: I'm thinking a figurehead Parlimentary Monarchy, much like Modern England. The people, or at least the military rulers, i would think would be vehmently anti-republican because they lost so many good men to the republican skirmishes, and harbor feelings that if we hadn't lost so many divisions to the Republicans and the Spainsh, the HCE would live.

Our diplomatic position, atleast at the current time, is one which favors the Japanese, whom are, as you already know, valued allies of the Kingdom of France. We diplomatically support the Japanese in their war against the Qing state, a war which is not against the Chinese people but rather their Manchu occupiers. The Japanese "agression", as you would have it, is coupled with a most noble cause - a cause to free Asia from the iron grip of its barbaric overlords. However, we shall, at this time, refrain from entering this war, as you should be pleased to note.

The Kingdom of France supports the claims of the Republic of New Granada. Furthermore, we issue a garuntee of independence to your newly liberated nation. Nevermore shall you be occupied by a foriegn power.

We congratulate you and all of the peoples of the Americas on their stunning victory against the Spanish oppressors. With their defeat, comes a new era of freedom and prosperity for all peoples of the American continent. With their defeat, comes your liberty. Let it be known that France, as a protector of freedom throughout the world, supports you and your government, and will do whatever we must to support the liberties which you and your constituents now enjoy.

General O'Higgins stood infront of Ex-Emperor Cameron I, who was tied and on his knees.

"Do you abdicate the throne and admit to all crimes charged to you" O'Higgins demanded.

And with weak but defiant eyes, Cameron spit on Higgins shoe, "No, for i have commited no crimes. I have done only what God required of me!"

O'Higgins kicked him sharply, "You do not speak for God, or the Celtic people. Now, i will ask you again, do you abdicate the throne and admit to all crimes charged to you."

And again Cameron I looked up at O'Higgins,"Never, traitor!"

O'Higgins just laughed. "It is you who have betrayed our people. Your insanity, your greed. You deserve nothing, and you will have nothing. O'Connor, the justice stick."

At these words, Sergeant O'Connor picked up a "T" brand and began to press it into Cameron's cheek. Cameron convulsed and screamed. He began to weep. O'Higgins was amazed by how quickly an Emperor could be reduced. O'Connor kept pressing it in. Cameron wept and wept. And finally he screamed "I, I, I, I, I, I, I"

O'Higgins bent down and looked Cameron in the eye, "You what, Your Majesty?"

"I, I, I abidcate and admit my crimes, oh God, stop the pain"

O'Higgins just smiled, "With the power vested in me, i sentence you to death by hanging, in the townsquare, tommorow eve."

We do understand that they had problems due to the troops and population not supporting the war, but it is the role of the officers to handle this... and they failed.

No we will not allow those Irish backstabbers to emigrate, we prefer to have them where we can see them. Also as far as we are concerned Hostilities have ended because the "holy celtic empire" is dead although it is a shame we could not have dealt with the Cameron ourselves.

Edit: I've pretty done what I set out to do, now I have to fight the urge to intentionally create rebellions and piss of my people in an effort to destroy myself.

O'Higgins, having heard of the republican rebellion back at home and having de facto taken power for himself in the occupied territories, had them recalled ASAP so that he could keep an eye on him.

One was lost due to the detirioration, another was lost because you sacrificed it. ;)

I really should have saved the pre-update stats somewhere...

How exactly did my economy drop two levels?

In case you haven't noticed, all nations lost one eco. level (amongst other things). This is to avoid the outrageously high stats that emerged in ITNES, though I probably should do these things rather more rarely than I first had intended. Ah well, it does give you people incentive to concentrate more on domestic development, and not just on the first time.

The peace that you impose is quite harsh. We would agree to it if you withdraw the Gallician clause, though - the Irish refugees have no right at all to historical Spanish territories. At best, we will agree to let them settle in Galicia itself (meaning the territories they already occupy now) if they recognize our supreme authority.

Finland will not look kindly upon Russian puppet states being established in Poland and beyond that to the west. Russia's actions might drive Finland into seeking allies from the west, as we might feel our nation's security to be under risk from Russian intervention.
