Bordo Overst

Chapter One: Regions
Overstian culture is not something that can be simply defined or categorized as many scholars would seemingly like to do. (As a side note, I'd like to point out that it is because of their culture that the city continually attempts to defy others and annoy just about everyone else.) Rather, its a strange mix of many unqiue cultures and ideals rolled into one obnoxious blend that continually threatens to tear the city apart.
While the roots of this culture is discussed in detail in later chapters, a breif overview is provided: stemming from a large influence of settlers from all over the world (particually a larger number of descendants from Italy, Germany, Ireland, and France), the city boasts one of the most diverse populations in the entire region. Along with their ancestry, the greatest thing that sets the Overstians apart is the strong accent that dripps off the tongue of every natural citizen.
But in the heart of this chapter is the regions of the city: a common fact that the city is organized mainly into three districts- the Upper, Middle, and the Lower; with each district belonging to a seperate zone. Along the coast lies the Lower zone, lined with both ports and various industries that thrive in the region. The area is also filled with less-than-respectable business and "services" (quite a statement considering the wide array of unsavory actions legal in the city) and Bordo Overst is considered by many to be the capital of these industries.
Moving up the hills and mountains one would come across thhe Middle Sector, or the business district. The least developed of the three areas, the Middle is only of note since it brings the two regions and brings in most of the taxes in the form of payments from small stores.
Finally, built into the higher areas and the peaks of the hills is the Upper district- the residential district. Filled with hundreds of shantytowns, unpaved roads, and squallor, the Upper district homes nearly the entire population (only excluding the mayor and the few rich elite who dwell in the Middle region). Dispite the lack of running water to many of the homes (a problem brought about by the nature of the city), most homes do have some sort of power and garbage disposal.
Lying along the northern most region of the city lies the city landfill, provided by a single road that stems off the city. The power plant lies in the very north of the city, located upon the backside of Baos Mountain (the mountain that seperates Bordo Overst and BlackBanana) andf provides power to the entire city. Finally, what water the city does receive is piped in from river*

OOC: I imagine Overstian culture to be dark, edgy, and puslating with a constant beat. A land of mindless corruption, endless techno and trance parties at nightclubs, and more Rave than you can shake a stick at. Imagine Rio de Janerio on crack and you'd get the idea
