Benin (Dahomey)/Benin (Nigeria) (14+1)=15 I think either these or Ashanti deserve a spot to represent the West African coastal states. Ever heard of the Benin Bronzes so valued by Western Museums? Or of Voodoo? Land area doesn't mean squat, and they both influenced their respective modern countries (Benin is one of the most democratic African nations), as well as the culture of descendants scattered across the Americas. Plus Ewuare would look so cool and different in the leaderscreen.

This is an incredibly diverse continent that's only ever been represented by a handful of civs (primarily those noted for their interactions with Europe), and Benin, Ashanti and Swahili would all be great ways of branching out.

Dutch 14 (17 - 3) In most regions, civs cycle out from game to game. I think this a good way of adding variety to the game's lineup, and I don't think Europe should be an exception. The Netherlands does have the salient appeal of being a good potential terraforming civ, but sadly I haven't seen evidence that that's any more possible in VI than it was in V, so it makes sense to save the Netherlands for when it is an option.
