Ashanti 18
Babylonians 19
Benin (Dahomey)/Benin (Nigeria) 6
Creek/Muskogee/Other SE NA 13 (12 +1) Pre-Columbian North America is biggest gap in the current game's roster, and at this rate it may not even get a representative in the top 10. This would be a great choice to begin filling that void in a way that's completely new to the franchise.
Ethiopians 22
Georgians 19
Haida/Tlingit/Other PNW 1 And this would be a truly exceptional choice (personally, I'd rank it somewhere in the top 4). Sadly though, I can't save it now.
Hebrews 11
Hittites 11
Incas 24
Khmer 23
Koreans 21 (24 -3) I'd like to see this eventually, but it shouldn't take precedence over continent spanning empires (Mongolia), civs that fill massive cultural and geographical gaps (Haida, Khmer, Kilwa) or civs that fit both categories (Inca).
Malians 22
Maori/Other Polynesians 19
Mayans 24
Mongols 22
Ottoman Turks 18
Tibetans 13

Ashanti 18
Babylonians 19
Benin (Dahomey)/Benin (Nigeria) 3 (6 - 3) I'd like to avoid overcrowding in Africa and I'd rather see Mali/Songhai and Ashanti over this.
Creek/Muskogee/Other SE NA 13
Ethiopians 22
Georgians 19
Haida/Tlingit/Other PNW 1 And this would be a truly exceptional choice (personally, I'd rank it somewhere in the top 4). Sadly though, I can't save it now.
Hebrews 11
Hittites 11
Incas 24
Khmer 23
Koreans 21
Malians 22
Maori/Other Polynesians 20 (19 + 1) Another huge cultural gap that needs fleshing out.
Mayans 24
Mongols 22
Ottoman Turks 18
Tibetans 13

Ashanti 18
Babylonians 19
Benin (Dahomey)/Benin (Nigeria) 3+1=4 - Woah woah woah, we're not going to kill this interesting African option right now, are we? What do you mean by the overcrowding? Africa is still horribly unrepresented (we have only Egypt, Nubia and Kongo) and we don't have any Civ from west Africa. Of course, there are several good choices... Mali, Songhai, Ashanti and this... But I like when some new Civs show up, and this would be a nice choice to represent west Africa...
Creek/Muskogee/Other SE NA 13
Ethiopians 22
Georgians 19
Haida/Tlingit/Other PNW 1-3=-2 (ELIMINATED) - Goodbye. I'm not very interested in Native Americans, and while I think their place must be filled by some tribe, I prefer the choice above to represent them.
Hebrews 11
Hittites 11
Incas 24
Khmer 23
Koreans 21
Malians 22
Maori/Other Polynesians 20
Mayans 24
Mongols 22
Ottoman Turks 18
Tibetans 13

Ashanti 18
Babylonians 19
Benin (Dahomey)/Benin (Nigeria) 4
Creek/Muskogee/Other SE NA 13
Ethiopians 22
Georgians 19
Hebrews 11-3=8 the one I want the least from this list
Hittites 11
Incas 24
Khmer 23+1=24 let's give a vote to who is probably coming in the next dlc
Koreans 21
Malians 22
Maori/Other Polynesians 20
Mayans 24
Mongols 22
Ottoman Turks 18
Tibetans 13

Ashanti 18
Babylonians 19
Benin (Dahomey)/Benin (Nigeria) (4+1)=5 As before, I will continue to upvote them before their demise. I don't prefer the Ashanti over them. I find them all equally interesting. Though Ewuare's look beats Osei Kofi Tutu's appearance. :p
Creek/Muskogee/Other SE NA 13
Ethiopians 22
Georgians 19
Hebrews 8
Hittites (11-3)=8 I think Firaxis will portray them inaccurately if they are added (Hattusa CS's ability is a reference to their apparent innovative use of iron, which is probably inaccurate). I definitely don't want their leader to speak a form of Akkadian. Their unique unit will probably be an ancient chariot unit (which Egypt already has). I rather have the Ottomans to fill up Anatolia.
Incas 24
Khmer 24
Koreans 21
Malians 22
Maori/Other Polynesians 20
Mayans 24
Mongols 22
Ottoman Turks 18
Tibetans 13

Notice how I didn't bother to defend the PNW natives in this game...I now agree that the lack of well-attested leaders for the Haida or the Tlingit is an issue.

Ashanti 18
Babylonians 19
Benin (Dahomey)/Benin (Nigeria) 5
Creek/Muskogee/Other SE NA 13
Ethiopians 22
Georgians 19
Hebrews 8 + 1 = 9 (Too religiously important to exclude from the first Civ game to have a religious victory in it. Big personalities abound as potential leader choices, and the musical theme would be most excellent.)
Hittites 8
Incas 24
Khmer 24
Koreans 21
Malians 22
Maori/Other Polynesians 20
Mayans 24
Mongols 22
Ottoman Turks 18 - 3 = 15 (Unfortunately rather dull despite their amazing leaders and history. They have never been fun to play in any Civ game, unfortunately, and there are more interesting options on this list.)
Tibetans 13

Ashanti 18
Babylonians 19
Benin (Dahomey)/Benin (Nigeria) 5
Creek/Muskogee/Other SE NA 14 (13 + 1) -- As the only remaining Native American civ on this list, I feel obliged to support them. They're not my first choice, but I'd still be enormously pleased to see any one of the Muskogean civilizations in game.
Ethiopians 22
Georgians 19
Hebrews 9
Hittites 8
Incas 24
Khmer 24
Koreans 21
Malians 22
Maori/Other Polynesians 17 (20 - 3) -- I'd like to see them, but not necessarily soon. They can be a second expansion civ.
Mayans 24
Mongols 22
Ottoman Turks 15
Tibetans 13

Ashanti 18
Babylonians 19
Benin (Dahomey)/Benin (Nigeria) 5-3=2 Do I dare? It's hard to vote down something I want.
Creek/Muskogee/Other SE NA 14
Ethiopians 22
Georgians 19
Hebrews 9+1=10 Always liked Hezekiah. :)
Hittites 8
Incas 24
Khmer 24
Koreans 21
Malians 22
Maori/Other Polynesians 17
Mayans 24
Mongols 22
Ottoman Turks 15
Tibetans 13

Ashanti 18
Babylonians 19
Benin (Dahomey)/Benin (Nigeria) 2 - 3 = ELIMINATED Just by winning one round does not mean that it would be anywhere at the top in this round
Creek/Muskogee/Other SE NA 14
Ethiopians 22
Georgians 19
Hebrews 10 + 1 = 11 Civ VI is where a Hebrew civ would shine
Hittites 8
Incas 24
Khmer 24
Koreans 21
Malians 22
Maori/Other Polynesians 17
Mayans 24
Mongols 22
Ottoman Turks 15
Tibetans 13

Ashanti 18
Babylonians 19
Creek/Muskogee/Other SE NA 14
Ethiopians 22
Georgians 20 (19+1) The Caucases would be a welcome inclusion.
Hebrews 11
Hittites 5 (8-3) Every decision hurts at this point.
Incas 24
Khmer 24
Koreans 21
Malians 22
Maori/Other Polynesians 17
Mayans 24
Mongols 22
Ottoman Turks 15
Tibetans 13

Ashanti 18
Babylonians 19
Creek/Muskogee/Other SE NA 14
Ethiopians 22
Georgians 20
Hebrews 8 (11 - 3) I don't like downvoting the same civ so often, but this is the one choice I think would be a mistake on a philisophical level, while the others are simply a matter of priorities.
Hittites 5
Incas 25 (24 + 1) There are civs that created continent-spanning empires, and there are civs that fill massive cultural and geographical gaps in the current roster. This is one civ that does both.
Khmer 24
Koreans 21
Malians 22
Maori/Other Polynesians 17
Mayans 24
Mongols 22
Ottoman Turks 15
Tibetans 13

Ashanti 18
Babylonians 19
Creek/Muskogee/Other SE NA 14
Ethiopians 22
Georgians 20
Hebrews 8+1=9 - Considering their huge religious influence, I think that they would make an interesting choice.
Hittites 5
Incas 25-3=22 - It's not that I'm not interested in their return, their return is a priority. I just don't quite know who should I downvote, and they can afford a hit.
Khmer 24
Koreans 21
Malians 22
Maori/Other Polynesians 17
Mayans 24
Mongols 22
Ottoman Turks 15
Tibetans 13

Hebrews 9-3=6 we have tons of better choices from the middle East
Hittites 5+1=6 like this one
Incas 22
Khmer 24
Koreans 21
Malians 22
Maori/Other Polynesians 17
Mayans 24

Tibetans 13

Ashanti 18
Babylonians 19
Creek/Muskogee/Other SE NA 14
Ethiopians 22
Georgians 20
Hebrews 6 + 1 = 7 (Hebrews have never been in any Civ game ever, and that automatically makes them more interesting than numerous Middle Eastern civs that have been in Civ before, Hittites included.)
Hittites 6 - 3 = 3 (Not confident Hittites would be cooler than Assyrians, especially if included as a Hebrew adversary in a future scenario)
Incas 22
Khmer 24
Koreans 21
Malians 22
Maori/Other Polynesians 17
Mayans 24
Mongols 22
Ottoman Turks 15
Tibetans 13

Ashanti 18
Babylonians 19
Creek/Muskogee/Other SE NA 14
Ethiopians 22
Georgians 20
Hebrews 7
Hittites 4 (3+1) Buying them an extra life. For me, they are right at the top of interesting civs that we didn't have for a long time or even never had. Not that it will save them.
Incas 22
Khmer 24
Koreans 21
Malians 22
Maori/Other Polynesians 14 (17-3) Not very interested in that part of the world. Well, that is not true. It's amazing to visit as a tourist. But that's it. Not interested much in its history - and especially not after prehistoric times.
Mayans 24
Mongols 22
Ottoman Turks 15
Tibetans 13

Ashanti 18
Babylonians 19
Creek/Muskogee/Other SE NA 15 (14 + 1) -- The final Native American civ on this least needs to hang on a while longer; indigenous North America is the biggest gap on the cultural map at the moment.
Ethiopians 22
Georgians 20
Hebrews 7
Hittites 4
Incas 22
Khmer 24
Koreans 21
Malians 22
Maori/Other Polynesians 14
Mayans 24
Mongols 22
Ottoman Turks 15
Tibetans 10 (13 - 3) -- There are many other civs I'd rather see.

Ashanti 18
Babylonians 19
Creek/Muskogee/Other SE NA 15
Ethiopians 22
Georgians 20
Hebrews 7
Hittites 4
Incas 22
Khmer 24
Koreans 21
Malians 22
Maori/Other Polynesians 15 (14 + 1) Shouldn't be this low.
Mayans 24
Mongols 22
Ottoman Turks 15
Tibetans 7 (10 - 3) An unlikely inclusion and not one I'd particularly miss.

Ashanti 18
Babylonians 19
Creek/Muskogee/Other SE NA 15
Ethiopians 22-3=19 Got to downvote something, and they can afford it right now. At the very least this might bring them back into the conversation.
Georgians 20
Hebrews 7+1=8 Household name. Everybody knows of them. Been waiting 20 years for them.
Hittites 4
Incas 22
Khmer 24
Koreans 21
Malians 22
Maori/Other Polynesians 15
Mayans 24
Mongols 22
Ottoman Turks 15
Tibetans 7

Ashanti 18
Babylonians 19
Creek/Muskogee/Other SE NA 16 (15 + 1) The descendants of the Mississippians are a great choice to begin filling the void that is pre-Columbian North America.
Ethiopians 19
Georgians 20
Hebrews 5 (8 - 3) They changed the world, but in a way utterly and probably irreconcilably different from what a civ tries to do in game.
Hittites 4
Incas 22
Khmer 24
Koreans 21
Malians 22
Maori/Other Polynesians 15
Mayans 24
Mongols 22
Ottoman Turks 15
Tibetans 7

Ashanti 18
Babylonians 19
Creek/Muskogee/Other SE NA 16
Ethiopians 19
Georgians 20
Hebrews 5-3=2 We are now running low on options and I prefer the other remaining civs.
Hittites 4
Incas 22
Khmer 24
Koreans 21
Malians 22
Maori/Other Polynesians 15
Mayans 24
Mongols 22
Ottoman Turks 15
Tibetans 7+1=8 As unlikely as Tibet is, Tibet is one of the better options we have here.
