I like the idea of a Moche City-state allowing the players to build a Huaca (even though it doesn't make sense from a historical view, like La Venta allowing its suzerain to build Stone heads instead of building Stone Heads themselves, also Armagh and Granada), but I also like this becoming a wonder. It would be another religious wonder, but maybe with a slot for a Great Work of Art (because of it's murals).
