Colossi of Memnon - 17 (20-3) That's a joke, right? It would be a rather better idea to include the whole (magnificent) Mortuary Temple of Amenhotep III. But since I feel against more religious wonders these days, why not choose the nearby and also magnificent palace of Malkata built and inhabited by the same Pharaoh? From what I've read and seen, it belongs to the most amazing palace buildings in Egypt's history and is (with the exception of Akhenaten's and Nefertiti's diverse palaces in Akhetaten) the most famous one today.

My infos on Persia are all at least 10 years old, but back then there was no proof that Achaemenid Persia had Zoroastrism as a state religion and there is no clue how exactly that religion was. That's all stuff of later ages. So I'm unsure what bonus this would get.

I can't speak for all Achaemenid kings, but Cyrus and Darius were both devout Zoroastrians (almost all inscriptions by Darius credit Ahura Mazda with his success), and while the exact purpose of the Ka'ba-ye Zartosht is uncertain, it does bear an inscription by a Zoroastrian priest. At any rate, Zoroastrian wonders are hard to come by (most Persian monuments being secular), and at present Zoroastrianism, along with Shinto, is one of the few in-game religions with no representation outside its symbol (I'd still love to see fire temples added as one of the places of worship you can select).

You are right with the fire temples, they'd indeed be a nice addition. And yes, Zoroastrian wonders are hard to come by, but I also don't think it is that necessary. I may be wrong here, as I said, my infos are old memories, but I think Ahura Mazda was a thing outside the Zoroastrian religion as well and what we know is that some of the Achaemenid kings worshipped that and not if they were Zoroastrian. Maybe this has been solved meanwhile and new inscriptions have transpired/were translated.
 
That would be a good way to justify the Las Vegas Strip and would be excellent for those with many existing wonders.

Forbidden City + Las Vegas Strip would equal +1 Wildcard policy slot and perhaps faster legacy bonuses?
Doubling the effect of existing wonders would make it pretty overpowered ;)

I'm not familiar with Ahura Mazda predating Zarathushtra, though ahura might--it's cognate with the Sanskrit asura and Norse Æsir. Given that the Avesta was being assembled around the same time, I would assume that Darius & Co. at least practiced a form of proto-Zoroastrianism if not Zoroastrianism as it would develop at its peak under the Sassanids.

Citadel of Qaitbay - 21 (20+1) Been there many times and don't think the building itself is that wondrous and a third wonder from the same city might not be a high priority. The placement (on the fundaments of the great lighthouse on Pharos island) would bring some nice abilities to civ VI though. I imagine it needs to be built on a costal tile next to a harbor and gives fortifications and a ranged strike. Maybe also a fighting bonus to all nearby ships? Two free military engineers? A free Great General (because Qaitbay was quite a good one as it seems)?

Etemenanki - 19 (22-3) I'm a big dan of Mesopotamian architecture. However, with the Ziggurat as an improvement in game, I don't know if we need a special wonder one. Also, I'd chose a different one. And I think religious wonders are a lower priority right now. For a nice scientific Babylonian wonder there are other options.

The only Chinese wonder in game? I thought there are two of them - Terracotta Army and Forbidden City, and I also thought the first one was built by Qin Shi Huang and the second one by Yongle...
