I'm a little bit disappointed in the 'fight' the AI is putting up to hold on to a city or two, but the map is pretty mountainous, so that makes it tough, even for me. We shall see.

That's my fault, I'll fix it for next version. Delete the techhelper Lua from the cp for now.
the AI often have very unreasonable territorial 'claims'. like in my current game (feb13 beta) I randomed Egypt and have both marble and stone in Cap, so naturally I went tradition wonder whoring and neglected expanding whilst polynesia popped cities like mushrooms and forward settled me like crazy and still it's not enough so they declare war on me
And when finally i decided to expand to the only corner still left and overlap 2 tiles with my cap I get message from Arabia from across the pond demanding me to not settle 'near' him. since there is no more room I obviously agreed to the demand but get hit with a-80 diplo penalty WTH?

So I razed his 2 ridiculous cites and got settle a 3rd city myself and made peace, then poly asked me to stop settling near him to. so again i agreed and did not settle again but somehow 20 or 30 turns later I 'broke' the promise without settling any new cities

also at turn 100 or so I got hit with a -15 diplomacy penalty with all known civs because they didn't like my congress proposal... but the congress hasn't even been formed yet. This is the 2nd game in a row that his happened (both feb-13 beta).

After download. Can I just extract the files from all those '(1) Community Patch.zip ,(2) Community Balance Patch.zip...' and put them in '\CivilizationV\Assets\DLC\MP_MODSPACK_13-2_beta2\Mods' to replace the old one?
For these older version files '(2) Community Balance Patch (v 13)', '(6a) Community Balance Patch - Compatibility Files (EUI) (v 1)' ,these two can't be replaced by the new files because the little difference of name. So should I delete the older one and just keep the new one?
Any reason why you're not just using the installer instead of downloading every part manually? It completely fixes everything with just a few clicks on "Next".
On the topic of overriding existing files, you should never do that, each beta version is a new version and requires you to delete all old files (but the installer does that for you if you use it), the installer also clears your cache and moduserdata folders, otherwise you need to do that manually.
EDIT: For clarification, 'the installer' is the file called 'Community Patch Project.exe' in the download folder
Because the 'Community Patch Project.exe' install the files into 'My Documents\My Games\Sid Meier's Civilization 5\MODS'. So the mod is just mod, can't auto load like DLC. After launch the game, I have to load the mod manually everytime. That's boringSo one time trouble saves much times trouble.

It's been a while. Back to give the new Beta a whirl.
Last time I tried this mod I had issues with runaway tech. I was playing as Washington and had just entered the Medieval Era when I got a report that one of my enemies had just entered the Renaissance.

Depends how you play. I actually out rushed AI by 8 techs on Emperor difficulty. In nutshell, AI Civ that's on second place regarding literacy is 8 tech behind me, others even more. So, yes it's possible to keep up pace with AI or even have a lead
