The fact that this tease is cinematic, and one we haven't seen before, is indicative of something that has a larger budget than the TToAH or First Looks. I think the chances of an expansion being announced so shockingly soon are relatively high. Maybe not 50%, but close. Both the expansions for Civ V had new opening cinematics.
I think it's an expansion and it will be released earlier than anticipated. However, it will be pretty bare-bones and then filled out with DLC. Just my two cents...
Now that I think about it, it is too soon for an expansion. I'm kinda worried about this now, it might be lacking like @Ozymandias9891 said. Guess we'll have to wait and see, it's only a week away.
Giants of History sounds quite possible. They've said before in terms of the different take on leader selection in 6 they want leaders that are known for having big personalities, and so Giants of History works nicely for that. Also a pretty generic title so that the expansion isn't too specifically themed. Gods and Kings was a pretty religion and war focused expansion. Brave New World was a focus on Culture and Diplomacy. I like Giants of History because it should hopefully mean really interesting new civs and leaders! and it fits with their overall approach!
I have to be careful though. I can't let irrational hype take over. Just gotta wait and see what the announcement is, and if it IS an expansion, keep an even keel to determine if its worth the investment. Just hard nto to let one's imagination run wild!
Hmm. "Giants of History" would also work as just an alt leader pack: Lincoln was a significant historical figure and very tall
If it's an expansion, I don't think it would be coming out before Christmas, and it seems odd to do a major announcement pre-holiday shopping season about something that's coming out after the shopping season. Otoh, I don't actually know that much about marketing.

well even more pertinent is its really after the height of holiday shopping season. Black Friday and Cyber Monday are in the rearview mirror by the time we get to this announcement next Tuesday. Even in the MOST EXTREME above 0% chance and below 1% chance of happening, they have an expansion finished and ready to launch at the time of the announcement on Tuesday, they've missed the biggest part of the holiday shopping season. IF its a new expansion, the most realistic possibility from what i've seen others mention is that its a late January to early March release. Now, Switch and Zelda BotW are recent examples of march releases coming out to great success, but for a smaller shop and release like a Civ expansion it feels....odd.
the PR campaign for civ 6 was top notch, very well structured, so it would surprise me. The only thing that makes sense is that they decided to side step the black friday weekend to avoid confusion, and then want to announce the expansion next week with the hope of promoting Civ 6 vanilla sales and expansion preorders with a drip of information.
(Friendly reminder to avoid preorders without very specific information about what you're getting!)

Yeah, I don't think they will have whatever this is out before Christmas. An announcement at this point only make sense if there is at least a few months until it releases.
The activity we are seeing on SteamDB is three things:
Mac/Linux builds - obviously they are trying to get the Fall patch and DLC06 out on these platforms before Winter
2kqa_a,b,c,d builds - They aren't testing any new depots here.
falconchase build - They aren't testing any new depots here.
Either of the last two could be used for a PC build to test the cross-platform multiplayer against. Both of them contain the mysterious Civ GH depot, which was also included in the Fall patch. Yet somehow Civ GH also has an unnamed DLC app associated with it.
If Civ GH is this thing they are announcing, then there are Civ GH files already in our game files. No one has reported anything interesting though. Civ GH is clearly only for Windows though. I think it is probably support files for cross-platform multiplayer.
There is also a mysterious unused depot added a few months ago, blandly labelled 'Civilization VI Depot'. I am suspicious of it too. But it doesn't have an app with it.
So, the majority of Steam activity at the moment seems to be devoted to getting the Mac/Linux stuff done. There are other mysterious things afoot, but I don't think they are imminent.

I can't see them doing a Civ spin-off and then marketing it off as "How will history remember you?". If it was a spin-off, wouldn't it be on 2K or Firaxis' twitter?

It's possible, and then that way all the hotfixes could just be included in an all-encompassing expansion. But like I said earlier, I see it as being bare-bones: it'll fix a lot of problems, add some major features, a few civs/leaders, but then we'll have to buy the rest as DLC.
