Originally I believe it was a reference to the American Revolution, which may suggest a colonial/civil war focus. The clouds are likely just to be a hint at the expansion name, not anything literal relating to climate change or natural disasters.

As for civs, why did Carthage transmute into Phoenicia? A fictional civ to go with a fictional leader? Obviously the Phoenicians weren't fictional as a people, but they weren't a single society unlike their Carthaginian descendants - I thought they were moving away from 'culture blob' civs like the Celts and Vikings, so it seems weird to take an existing civ and turn it into a blob.
And yes, why Canada? They've filled that part of the map for TSL requirements and they're taking Babylon's slot.
