People in this thread were discussing coastal batteries... which would damage enemy vessels near coastal cities. I kinda played around with the idea, but ended up with this instead.
It's a new function for the Rod of Winds. You can drop it in one of your own cities (like the Crown of Akherien or Sylvan's Lyre) to have it become usable in the city as a building. The building does two things:
1) Any naval unit produced in the city gets Navigation 1 for free.
2) It detects enemy units in water plots within the city's great cross. If it finds any, it triggers a maelstrom effect that damages all enemy units in water plots.
Nothing overly fancy, but it's a nice little feature to add to the "magic item." Eventually, I may actually get back and make a more normal coastal battery
