I was planning to report this as well, but I didn't have time to figure out what was causing the problem. I had 20 unbuildable sites in my 10 city empire and was fairly certain I couldn't have that many antiquitiy-sites. Turns out I actually did, it was 25 of them (because I'm way too stupid to check tiles I've already constructed improvements on

By the way, was this related to why automated workers just gave up on life and started afking in cities about halfway into the game (with tons of unimproved tiles)?

Authority is really a special policie for hardcoregamers if most of the early war-oriented are penalized :
- The Huns don't get gold on camps and get Battery Rams on conscription (only one or 2 are needed others can be sold
)
- Rome don't get their UU on conscription but will have a lot of spearman to sell
- I suppose it's the same for Assyria, Indonesia, and all other civs which UU requires a strategic ressource
- ...?
I will let Autority to the 5 stars players and play all expansive civilizations with progress
First of all, I disagree about pretty much everything you say, always, I have no idea how that is even possible, but there we go.
Huns not getting gold for clearing camps have NOTHING to do with authority, they are going to hunt for camps to get units anyways, and the gold from clearing camps is the same no matter what policies you pick. Getting swarms of battering rams is awesome, as they die in like one hit from anything, they also upgrade terribly so throwing as many as you can on a city is usually the best use for them.
Getting spearmen is useful as you're not going to be anywhere close to getting enough iron to support both trebuchets and swarms of legions. You're going to be able to support upwards 4 legions, and at that point you're better of getting them from a city with barracks and the heroic epic than just having them pop up wherever.
Spearmen are going to be useful for providing flanking-bonuses for your Legions, covering the flanks for your Trebuchets and for sitting in your cities to provide the happiness/culture bonus from finishing Authority. Works the same way for indonesian kris-men and any other unit requiring strategic resources.
Assyria gets a ton of siege-towers from the conscription policy, and since they are less useful for attacking than the battering-rams you're going to get a lot less use out of flooding with them.
Since I see no separate thread yet and I don't want to forget to chime in later, I agree 100% with what Funak said about Research Agreements vs Tech Trading.
I leave them both on, personally, but the default for people who don't know what options they like should probably be more similar to the base game unless you truly feel that the current way was meant to be.
