Thanks for your prior assistance. A few more questions:

How often are turns done?

As a mayor, do I need to attend the turn chats, or should I (for now) just discuss things with my governor?

I would like to volunteer my city to prebuild for a spaceship part. How would I alert the national government without stepping on anyone's toes?

You don't need to worry about going to turn chats. They are completely optional for mayors. Ask the Domestic Dpartment about the spaceship parts.

Turn chats are usually every 3 or 4 days (mostly on Wednesday and Saturday). You aren't required to, but you can come to the turn chats. Also, if you want to pre-build a spaceship part (I think there's 1 expensive one coming up), you can ask the governor of the province. The SS Exterior Casing is the largest, requiring 640 sheilds. NY has about 60spt, so it can prebuild something for more than 11 turns, and get the space ship part.
