Given the locations of the known bonuses the possibility exists of settling 1N or 1NE. So worker to the mountain first? But what if anything is in the fog 1W 1NW?

I'd either have the worker climb the mountain, or send him SE, assuming that there are food bonuses there. Or just settle in place.
