I prefer warlords, but I would like to continue with team Short Straw, so I will go with our team consensus.

Before the 2.08 patch I was very comfortable on monarch. I'll get back to you after WOTM3

1. Both versions. I think Warlords is better suited to the victory condition, and I prefer it.

That's what I thought....

Until I tried to set it up and I could choose type of archipelago (snaky, etc..) and world wrap (flat, etc) and resources. No biggy, but it would make the test closer to the truth.
