Chariots are useless, IMHO, for anything other then pillaging/scouting (and I don't have horses).

So cats to get iron, swords/axes then.
The only cats in CivIV is Lions n' Panthers and you can't control them.

As Malekithe pointed out, a Catapult defends itself as well as an Axe against other Axes or Cats. If they attack with Swordsmen or Horse Archers that could be a problem, I admit - so keep your stack in defensible terrain until they move theirs adjacent to yours, then toss a couple collatoral damage cats in, and wipe them out. Then move right then, don't give them time to recover, to secure a source of iron, then sign a peace treaty as soon as you can, so you can procure Axes and Sword's to go with your Cats.

And let us know how it all turns out. ;)
 
The answer in the short term is defend with archers, lots of them. Then tech towards catapults. Build plenty to damage any attacking stack and if possible take a weak city or two with archers and catapults. Meanwhile tech towards Longbows and if you get those before the AI you can do a longbow and catapult attack to grab either metal or horse resource. Crossbows require iron unfortunately.

After that, if you're still around and have no strategic resources, gunpowder will let you use several good units

About the question I say that defend until cats, then chose your target take it, get the metal whip out som axe and/or swordsmen an go wild. I been in a simular situation, it look bad but you can turn it around as the cats are nearly as good citybusters as swordsmen, with some cityraiders promotions, but you would need some city defenders though.

I guess if there was sufficient demand Thunderfall could attach it to the main forum as a sticky.

It Depends on the AI's Character/personality, In most of my Games Gandhi went for Alphebet, Drama Music Route... before researhcing maths and this is on Prince level

They can, but you're making them research Alphabet and Currency before they can make these demands. When you are denied resources, it's not about living peacefully with Monty and Izzy, but about delaying the war until you have decent units to fight with.
