No option to declare war from the Diplomacy screen.

Playing on a huge pangea map, marathon speed. The only option selected is "raging barbarians". It is time to go to war. I have the would be enemy unit surrounded but can't attack. I can't move into the AI civ's cities and I don't have a "declare war" button visible on the diplomacy screen when I contact any of the AI civ's.

Edited after adding the savegame.

There are no mod's loaded with this game. But I only get the bug when I setup a single player game through the MODS>SINGLE PLAYER>SETUP GAME menu tree. I get the bug every time.

I think you uploaded the wrong save file. The one you posted is from turn 1.
 
...er...then maybe a savegame which is closer to this situation.

Or do you mean, that you've directly met him at start (can't load the savegame)? Then it might be, that Civ5 has also the 10 turns universal peace at the beginning, where you can't declare any wars.
 
let 10 turns pass. you still won't be able to declare war. this is 100% reproduceable when I play a game through the MODS>SINGLE PLAYER>SETUP GAME menu tree.

I am going to reinstall soon to see if it goes away.
 
OK, I can reproduce the situation in your save game. I played 40 turns, met many civs and was never able to declare war. I tried starting new games with your options (Germany, 22 civs, no CSs, domination victory only, tiny Pangaea map, raging barbs, Prince level, marathon speed). In several new games with this configuration, I could always declare war, even at turn 2. If you haven't already reinstalled, you might want to first try verifying your local cache files (Steam --> Library --> Games --> Right-click on Civ 5 --> Properties --> Local Files --> Verify integrity of Game Cache). That fixes lots of problems.
 
I noticed the OP mentioned starting through the Mod menu even though no mods are active. There is a hidden "Always Peace" game option that can be enabled through modding that behaves this way. That option might have been enabled by a mod and not gotten reset. Before reinstalling I'd try deleting the cached db files and temporarily relocating anything in the Mods directory.

Note that this is speculation as I can't actually check if the option is active in that save since I don't have Babylon and can't load it.
 
:think: i thought that option is broken.

The OP's save file behaves exactly as if an Always Peace option had been chosen. I suggest that the OP create a new game without going through the Mod panel and see what happens.
 
I don't have the problem if I don't go through the MOD's screen. I am not actually loading a MOD so I don't know how the "always peace" option could be in effect. But that is why they call it a bug. I deleted the local cache and it didn't fix the problem. Nothing left to do but reinstall.
 
I reinstalled the game and all the mods and got the same problem all over again. Tracked the problem to a MAP Pack mod that I had built. Everytime I loaded a game from it it would create a corrupted *.mod5info file (might have the extension off a bit) in the MOD directory. This file just being in my mod directory would corrupt every other game that I loaded from the MOD menu tree.

Never did actually figure out what was wrong with the MAP Pack.
