No option to "view" captured city when it can be liberated

I'm not sure if this has been posted or not, but I did a search and couldn't find anything.

If you capture a city and it has the option to be "Liberated" there is no option to view the city before deciding what to do with it. The options are:

• Annex
• Puppet
• Raze
• Liberate

There are no options to view the city before deciding. In the attached save just capture any of the remaining Germany named cities to confirm.

I noticed this as well. It's not a big problem, of course, but I had expected to be able to view it just like any other captured town.
