Noob Question???

This is extremely noob, but can anyone tell me how to create a civilization of my own?

You must edit several XML files, and have some 2d files as well. This tutorial can teach you most of it, but I would also sugest that you look at the tutorial sub-forum to see others.
It'll be quite easy to do if you already can edit at least HTML files, but takes some time to do if you want it to be good.
