 A resolution in the UN has banned nuclear weapons, so now I can't build any. It seems that I will never be able to win a UN Election so I cant become the Secretary-General and reverse this. What can I do? Thanks

Raze the city where the U.N. is located?

Thats all I can do? If I become the Secretary General can I reverse this? If so, what are some steps in assuring I win? I need some help, and starting a new game isn't helping.

I've never had to rely totally on nukes to win any game of Civ4. If you have technology to build nukes don't you also have tanks, bombers and infantry?

Yeah, but nuclear weapons are going to be my main weapon. It's how I want to conduct the game. I need help with a problem, not questioning what weapons I'm using.

I suppose then you'll probably need to start over. Once a U.N. resolution is in place, it is almost impossible to get rid of it.

Actually, I'm not sure that it's possible to entirely wipe out another civ with just nuclear weapons. I've tried it. Once you drop the first one, that civ will start attacking your cities. It seems the best things nukes are good for is reducing population, and thereby score.

I don't think you can reverse a ban; I've never seen a resolution as an option for a 'revote'. In future, either build the UN yourself so you can determine what gets voted on, or turn off the diplomacy option as a win condition (the AI rarely bothers to build the UN in that circumstance I've noticed).

You absolutely can remove the ban via the UN. If you can engineer your election as secretary-general, you can just select the non-proliferation treaty for your first vote. That doesn't mean it WILL happen, just that it is possible.

Note, also, that the NPT does not eliminate nuclear weapons, it just prevents you from building new ones while in force, so feel free to use your stockpile in the meantime!

FYI, razing the city only removes the actual building. Votes will still proceed as normal as if the UN was still there.

Additionally, capturing the UN bestows the same benfits as building it in the first place. So whoever controls the UN will always be one of the candidates for the elections (vs. the most populous of the remaining civs).

And if you turn off the diplomatic victory condition, the UN isn't available to be built at all, so no votes will occur.

The only way you can ensure NPT gets overturned is to have enough votes to overturn it yourself. Which means you need to have 51% of the total world population. Ironically, the easiest way to give yourself controlling intrest in the UN is nuke the bajesus out of everyone else, reducing their population.

So if you want to play with Diplomacy on, and ensure no NPT is ever passed, you have to make sure you build the UN and get elected as Sec. General, which means you will have to play nice up to the point that you have the nukes so the AI civs will vote for you. Once you start nuking, you're virtually assured of losing the S.G. vote the next time around as everyone will be pissed, (unless you have the afore mentioned 51% population to vote yourself back in). A rather nice catch-22 I think.

To each their own but I still don't see any reason why would you need to nuke someone to win the game.

Personally Murky, I agree that they are not necessary. The absolute best time (in my estimation) to use them would be towards the end if you were close to domination or conquest victory, and wanted to get there a little faster. But at that point, the enemies likely have SDI, making the nukes fairly useless. Unless you're so far ahead that they're still in the middle ages when you have nukes, in which case you might want to consider playing on a harder difficulty.

They can be fun from time to time, but they carry a hefty diplomatic penalty especially when compared to their power (~5 nukes to drop a 12-15 size city to 1 and kill all defenders, and you get -1 to every Civ in the world for each nuke you drop).

They can be fun though, and on occasion when I get them, before SDI and NPT, I'll ruin an enemy capital with a nuke or two just for the sake of doing it. I've found no good way to use them in any large way as part of a viable strategy though.

You need to build up your pop to become SG; though by the time you've managed that you'd probably be close to winning with or without nukes. It sounds like you didn't factor non-proliferation treaty into your nuclear strategy.

A nuke strike as a strategic strike would only be useful as it being your first act of war against a strong enemy. If for instance you snake attack with nukes an enemy capital and then go for it..This will spare you lot's of fighting and make it easier for you conquering them..Other than that, nukes in CIV4 are I think underestimated... :D

A couple things...

1. You can reverse a vote if you are sec. general, bring it up, and get enough votes. In your current game this probably isnt going to happen. The ai almost always (if not always, i never look at the voting because it always passes) votes to ban nukes. So your best bet without restarting is to either capture the UN or have a high enough score so that they will consider voting for you as sec. general, then have enough votes with either you having a lot of votes yourself or have some friends vote for you, and THEN take over enough population so that you can vote to allow nukes by yourself because the ai will not reverse the ban. But if you had enough population through conquering to vote to allow nukes...you probably dont need nukes to win. Its really not worth it.

2. A buddy of mine tried the "Nuke your way to victory" strat. Its extremely expensive. One nuke will bring a city's troops to half of their life...youll need TWO nukes to wipe out all the troops in the city. And all the area around it is trashed.

3. If the civs have sdi, youre basically screwed. My friend had 27 nukes shot down out of 30. Thats ALOT of hammers to lose for nothing.

4. If you are deadset on using nukes, you should restart. Build the UN and be elected sec general. Then never bring up Nuclear proliferation for vote. Then you can nuke to your heart's content...and see that it isnt worth it.

Getting nukes banned is a good thing. Now you won't be tempted to waste any hammers on them.
