One event repeating over and over

I had an odd bug with the most recent version (129 I think). Rome has a stone resource next to it, and I got the "resource has become more productive" 4 times on the same stone resource It was producing 8 hammers by turn 80. Seems like it's probably not supposed to do that.

Added some saves from that game. I used VEM 129, CS Diplomacy Mod (v28), and the "end turn Civ IV style" (hitting spacebar) mods.

Had some other weird problem. Going to clear the cache out and try re-installing everything.

The current event system does not block events from recurring on the same tile. I plan on releasing an update to improve this sometime next week.
