2360: Somehow we got back to ending on an even number rather than on a number ending in 9. Oh well, I'll still take 10 turns.

Checking things out, we are nowhere close to being able to build useful bombers. Bombers with a strategic speed of 2 are not very good, but with inertial stabilizers they'd have a combat speed of 3 and might be possible. But we're nowhere close to nuclear engines; having gone for deuterium engines is coming back to bite us now. At least with Inertial Stabilizers we can see further up the tree once Deuterium Fuel Cells does complete.
At this point, I don't see too many options other than keep expanding and hope this is a phony war. Of course I also start working on Quayal's defenses... but we're really sucking badly for tech here. No useful missles or shields, and yet already at war. Well, I have to dial up at least a little research to see what our options are. I'd like to put a battle scanner on a medium ship, but to do that means I can't also put both reserve fuel tanks and a weapon on it. Well, I guess I can wait for some miniaturization, or build a large, or forget the fuel tanks... I have so many other things to do spend our few BCs on though, so I guess it will wait.
I switch our spies off Espionage and onto Sabotage, which is what we need for Propaganda. Espionage is a no-no! Of course, we don't have any yet. I do wind up sending some population from Proxima to Maretta and from Quayal to Proxima to backfill; we are so far behind on factory construction that we can afford to, and if by some chance the Meklars don't invade Maretta immediately, we might even get a few turns of growth in to help fend off an invasion. I stop factory production on Maretta, however, as I don't want the Meks to also capture factories and tech if they do take the planet. I put it on research instead. Proxima I do leave on factories, though it will also need to build bases soon too.
IIT: Our tech choices are limited: BC 2, IIT 9, Force Field 2, and Hyper V (or Gatlings, I pick rockets of course.) We complete a Dead colony ship which I send to Omicron.
2362: The Meks have a substantial navy of larges, well over a half-dozen and climbing. And I spot two of them heading for Maretta. So much for phony war. I withdraw our Scorpions covering the planet as they are not going to be any use at all here.
2363: We get an opportunity to incite revolution in Klackon territory! I pick Bootis just because it ought to be relatively easy as it's a small world. Note: I don't really know anything about how inciting revolutions work, so feel free to enlighten me! Our 1 spy manages to cause 8% unrest. We are not planning to invade anytime soon anyway. The Klacks are up on us by a bunch of stuff, of course, but since we can't steal any of it and aren't at war with them it doesn't really matter. They do have RCIII, though. The Meks on the other hand are more interesting since we ARE at war with them. They have Ion Cannons and Death Spores, but no useful missles. They also have Controlled Dead, so can attack Omicon once we colonize it!
2364: The Meks will have Maretta taken over soon. I see troops on the way and they are way better at ground combat than us, at least +15%. They have 3 larges in orbit. Incited a few more revolutionaries on Bootis.
2366: Meklars take Maretta and we lose contact with the Klackon empire. That's ok by me, actually! Less money on spying can't hurt right now.
2367: Meklar colony ship southbound toward Omicron... or maybe the Tundra just north of it. IIT: It arrives (using nuclear engines, speed 2) at Omicron. Fortunately it was only armed with a single laser and no battle computer judging by the amount it was missing, and our 3 Scorpions manage to take it down with no losses.
2369: Meklars colonize Tao, the Tundra to the north of Omicron. Meklars have Class V Planetary shields now.
2370: Colonize Omicron. I set orders to send pop from Proxima and backfill with pop from Quayal. Proxima is Terraforming while waiting for the pop from Quayal to arrive so keep an eye on that to complete. There is a colony ship enroute to Paladia and another being built for Gienah. Don't send any reserves to Omicron until its initial pop from Proxima arrives. Proxima, Quayal, and Moscow have one base apiece, but of course that won't hold on its own and we need better tech for them to be useful. I think we needed colony ships for Paladia and Gienah before pumping a ton into tech, though. Actually the one going to Paladia could move to Gienah instead of colonizing, now that we've got Omicron, and the next ship could go to Paladia. Note that Gienah is now in range for the Meklars to attempt to colonize!
I haven't spotted any new offensives from the Meklars since Maretta, but it's only a matter of time, I think. We need bases, tech, ships... well we need a lot of things. I can only do so much in 10 turns after all.
