Overextended movements

Civ VI changed the rule for spending movement points (MP): insufficient but non-zero movement points can no longer be spent as if they were sufficient (except when the unit is at full movement points, in which case it can move at least one tile). Overall, I find this good, but still not optimal.

Instead of forcing MP go to waste, or letting partial ones count as full ones as before, I suggest allowing units to "overextend" themselves at the cost of health points (HP). E. g.:

* 1st overextended MP: 5 HP
* 2rd overextended MP: 10 HP
* 3th overextended MP: 15 HP
* 4th overextended MP: 20 HP
* even more overextended MP: not allowed

This way, a unit with 3 MP pro turn travelling through 2 MP terrain can choose to move 1 tile and let 1 MP go to waste, or move 2 tiles by overextending itself by 1 MP and loosing 5 HP, or even move 3 tiles by overextending itself by 3 MP and loosing 5+10+15=30 HP.
