Overpowered Dwarven Fortresses

Are Dwarven Fortresses like Bedouin Sits where they cannot be built close to each other? If not they are really overpowered:

Dwarven Fortress
+3:food: +4:hammers: +5:commerce:
Acts as City, +50% Defense, +3 Culture in 3 tile radius (2 in improvement)
and a chance to discover metals

Enclave
+1:food: +2:hammers: +5:commerce:
+1 Culture in 1 tile radius (1 in improvement)

I only noticed this but with this the Dwarven Fortress gains the benefit of Mines + Farms + Enclave + Citadel of Light...
 
Dwarven Mines (which turn into Dwarfen Fortress) can not be built closer then 3 squares away from another one. So the max you can have per city (w/o 1k slums) is 4.
 
Yeah, it's like dwarven Pirate Coves :).
(I wish Lanun pirate coves transformed into a pirate ocean fortress in the latest stage, like Tortuga :D).

I believe, that from Civ mechanics point of view, Tortuga is a fully fledged city already.
 
Dwarven Forts are highly limited in placement. Only inside borders, and not closer than 3 tiles from any other Dwarven improvement... Means if you place one before you culture expands you only get 3. If you place them correctly (see below) you can have up to 4.

C=City
X=Fortress

Ahh. I cant find the changelog for this and only noticed this improvement using the new filters:)
So thats how it works.
