Is Persia hardcorded to fail URV? It seems to be very unlikely.

I managed to found Zoroastrism as Greece and Babylon once each, but don't remember if it breaks spreading of Zoroastrism to the first city Persia founds.

from what I've seen in version 1.17, several civs that typically found religions when they start (I've just found it affects Arabia and now Persia) have the third pagan URV condition as already lost whether or not they actually have any religions present
